Tsutsu-um Shrine in The Legend of Zelda: Tears of the Kingdom is found in the Central Hyrule region, immediately south of Outskirt Stable.

Tsutsu-um Shrine Solution
This is a puzzle shrine, based around using various physics mechanics to direct a ball to a lock to open the exit.
1. When you enter the shrine you can spot the exit on the right, and you need to direct a ball to a spot to unlock the door. To start, pick up the platform on the ground and attach it to the moving pillar to the left. This creates a platform to allow you to reach the second level.
2. Before jumping to the next level, grab the other platform attached to the spike and move it up to the second platform.
3. Climb up to the second platform. Before progressing the puzzle further, jump in the fan blowing upwards to glide in the air, then back down to the chest near the moving pillar. The chest contains 5 x Arrows.
4. Now to complete the shrine, ride the wind up again to the platform near where the ball drop is. You can then grab the spike in the wall and raise it slightly so it stops the ball rolling off to the left.
5. Drop back down and grab the platform you brought from the first spot that’s attached to a spike, and stick it in the rotating wheel so that it’s flat at the same level as you.
6. Now to the immediate left, grab the lower spike stuck in the wall and move it to the left under the rotating platform so that it stops at an angle pointing down to the right.
7. If done correctly this should stop the rotating platform in a way where the ball is dropped to the rails below, then is pushed to the switch by the platform you placed before, opening the exit. If this didn’t work you may need to adjust one of the prior parts to make sure the ball ends up in the correct spot.
Interact with the green altar at the end of the shrine for 1 Light of Blessing. It also restores your health and unlocks the shrine as a permanent fast travel point.
