Makasura Shrine in The Legend of Zelda: Tears of the Kingdom is found in the West Necluda region, just beside Kakariko Village.

This is a puzzle shrine, based around using the Stabilizer Zonai Device to hold items to reach higher areas.
1. On the first floor, run under the ledge and use Ascend to reach the second floor.
2. On the next floor hit the Stabilizer attached to the platform to hold it upright, then move it over near the ledge. Use Ascend again to reach the top of the platform, then glide across the gap.
3. Hit the Stabilizer on the next platform to hold it upright, then move it over to the wall on the left. Ascend to reach the top of the wall.
4. Don’t jump off the wall yet. To grab the chest on the far wall, reach down and pull the Stabilizer wall up to sit on top of the wall you’re on, then use it to glide across to the chest where you can obtain a Fairy Tonic.
5. Drop down to the lower level, where you are going to use the Stabilizer to launch the nearby ball over the wall. Place the ball (not attach) in the bowl attached to the plate, then attach the Stabilizer to the bottom in the same orientation it was sitting on the floor. You can then hit the Stabilizer to activate it, righting the wall and throwing the ball across.
6. Ascend back up the wall, and drop the Stabilizer wall back down if you used it to grab the chest. Push the ball in the hole to open the gate, then grab the next plate from the room and bring it near the gap leading to the exit. Grab the Stabilizer wall and attach it to the wall with bowl long ways to form a catapult. Point it towards the exit, then get in the bowl and hit the Stabilizer with an arrow or thrown material to activate it, throwing yourself across the gap.
Interact with the green gate at the end of the shrine for 1 Light of Blessing. It will also restore your health and unlocks the shrine as a permanent fast travel point.
