Starting Location: Destruction Rains from the Heavens
This quest is started in The Overworld after Main Quest 8: The Son of a Witch.
Pick up Melee upgrade
After the introduction dialogue to the quest, you are prompted to pick up a Melee upgrade that you need to progress the quest. This upgrade is permanent. From this point on, it will allow you to break the red mist barriers in the Overworld. This allows you to reach areas that prior to this were inaccessible.
Reach Desert temple, Reach Abyss temple, Reach Grasslands ruins
You are now tasked with reaching three separate areas in the Overworld to progress the quest and ultimately complete it.
Reach Desert temple
Clear encounter
Upon entering the area, you will be familiar with encounters by this point and are tasked with killing all enemies in this area.
Take your reward
Pick up the Cursed Idol (Quest Item) from the loot crate
Enter portal
Reach Abyss temple
Clear encounter
Upon entering the area, you will be familiar with encounters by this point and are tasked with killing all enemies in this area.
Take your reward
Picked up the Cursed Idol (Quest Item) from the loot crate.
Enter portal
Reach Grasslands ruins
Clear encounter
Upon entering the area, you will be familiar with encounters by this point and are tasked with killing all enemies in this area.
Take your reward
Picked up the Cursed Idol (Quest Item) from the loot crate.
Enter portal
Place Cursed Idols x3
Now that you have all three Cursed Idols, you need to return to the starting location of the quest and place them on their respective green markers.
Enter portal
Once all Cursed Idols have been placed, you will be prompted to enter another portal.
Clear encounter / Kill Soval
This is the final encounter of the quest and halfway through, the objective will change to kill the area boss Soval.
Take your reward
Choose what items you are presented with from the loot crate (random drops).
Enter portal
Leave the area.
Talk to Saklas
Speak with Saklas on your return to the Overworld. After the dialogue has finished it will complete the quest.

This mission didn’t show up for me until after I beat the main story then it was there.

I have looked all over, but I can’t find anyone who got the Chrono Trigger reference here. I guess I’m old.
Soval = Lavos
Destruction Rains from the Heavens itself is an attack Lavos uses
Saklas says, “Take this for when the black wind blows,” a direct quest from Janus/Magus.
Finally, once you complete the quest, one of the things Saklas will say if you interact with him is, “Saklas, I believe that’s what they use to call me ages ago…” which is a reference to Gaspar the Guru of Time.
