Steelrising has 18 Citizen Stories Locations. Finding all 18 Citizen Stories and exhausting their dialogues or meeting their requests is needed for the Friend of the People trophy and achievement. All Citizen Stories must be found and completed either before heading to Versailles (point of no return) for the first time (this is encouraged given that some Citizen Stories may disappear altogether after a certain point in the game) or after downloading your save from the PS Cloud. As you explore the districts of Paris, you will occasionally hear voices coming out of cockaded windows or doors. When you do, approach the cockaded window or door to start a conversation with a Citizen of Paris. They will talk to you about what happened to them, sometimes even ask you for a small favor. Below is a list of all 18 Citizen Stories, based on the suggested order you should visit the districts in the game.
Les Invalides (first story-related visit)
- From the Vestal, go up and take a right over the small wooden fence. You should now see a well. Now, grab the water bottle sitting at its feet. Now keep going and straight ahead you should see a locked gate. Turn back around and go left up the hill, but don’t enter the opening in the wall. Instead go past it and to the right and keep going until you’re back at the locked gate from before. Unlock it to create a shortcut and then turn around and keep going until you see the house with the cockade. Talk to the woman and give her the bottle when she asks for it.
- When you get to a square on fire, climb up the ledge behind the grenade-launching Musketeer enemy, then climb back down into the new area and keep going until you see a well. Opposite the well is a barricaded house with a cockade. To be able to continue speaking to him, you first have to get rid of the Automats in the area. Exhaust all dialogues, keep talking to him repeatedly until there are no more dialogues. In the last dialogue he will say “Allez-vous-en! (Go away!)”, that’s how you know you completed it. You won’t receive a reward from it, which is normal.
La Cité
- After passing through the shoreline of the river called “Banks of the Seine”, you’ll reach “Île de la Cité” and get a cutscene. After the cutscene there is another Vestal in front of you. To the left of the Vestal is a window with a cockade. Talk to the survivor who wants you to kill the Titan boss of the area, the Bishop of the Cité. To the immediate right is a ramp leading to the boss arena. After killing this main boss, return to the survivor by using the hook ( + to get back over the fence) and talk to him again until all dialogues are exhausted. You can now go do the next Citizen Story which is a follow-up to this one.
- Backtrack across the big broken bridge that has a vestal on it, from where you came (it triggered a cutscene there earlier that granted you “An episcopal ring”). In the opposite direction across from the bridge there’s a road leading up to a locked gate. The first window on the right of this road (before going to the locked gate) has orange light shining out and it has a red cockade icon above it. Talk to the woman at the window. She will tell you that her son has disappeared. The son was the Survivor in the 1st Citizen Story of La Cité. Because you have defeated the boss and talked to him, you can tell her that you found her son and he is safe. Go through all dialogues and she will reward you with 3x Petrification Grenade and 2x Endurance Fluid Vial. After you get this reward you’re all done with this one.
- Continue on the normal story path, use the hook that you got from defeating the titan boss to get across the rooftops (you can use the compass item to see a golden marker where to go). As soon as you enter a room on the rooftops (default story path, unmissable), check the cockade door on the right. You will hear 2 men talking behind the door. Listen until their dialogue is over, run outside and come back to the door to trigger a new dialogue. Do this a few times until they are out of dialogues. The last dialogue should say “I hope you’re right Monsieur, I hope you’re right”. You can’t interact with them and won’t get a reward from them. All you do here is listen to all their dialogues until they talk no more.
The Tuileries
- After reaching the first Vestal in The Tuileries (after going through the gardens), defeat the shielded automat on the street. Now you can grapple to the balcony above or continue through the streets. Take the streets and as soon as you enter the small archway, look to your right for a cockaded door. You should hear a woman talk as soon as you enter the small archway. Simply keep talking to her until all dialogues are exhausted, there is nothing more to do here, she doesn’t give you a reward or anything. The last thing she’ll say is “You must stop them from advancing”.
- Continue to the next area, there you’ll encounter a shielded automat and one shooting blue projectiles at you. Once you’ve gotten rid of the enemies, go right towards the giant barricaded wooden gate, on the left is a door with a cockade. Interact with it to talk to a Doctor who will ask you to retrieve healing tools for him. The healing tool in question is the Doctor’s Pouch, found in the Luxembourg district, inside Dr. Lemonnier’s surgery. You will have to go here as part of the side quest In Memory of the Dauphin.
- After unlocking the gate with the Housekeeper key given to you by Mirabeau and fighting an Ice Squire, check the right side after the area where you fought it.
- Inside the sewers in Tuileries as you go retrieve Ludia’s blueprints as part of the side quest Nicolas Flamels’ final journey. Right before the hole where you need to use your hook for you can hear two men talk behind the bars.
Luxembourg
- From where you spawn, take the central road and look past the broken carriage on your left. If you can’t trigger the conversation yet, either try reloading the area at the horseless carriage, kill the automats nearby first, or check back later.
- After the first Vestal of the district, up the stairs and to the right.
- After crossing the Luxembourg Gardens, you’ll reach a Vestal. On your way forward, drop down on your left instead of going through the park. Keep going until you find the cockaded window on your left.
- Turn back and return to the park and exit it from a wall you can kick down. Enter the archway and you’ll find the cockaded door to your right.
Les Invalides (second story-related visit)
- Next to the Vestal you activated near De Vaucanson’s house.
- After defeating the Unstable Automat of the area by the church, continue down the stairs (intended path), then turn left to find a barricaded boulangerie with the cockade on the beams.
The Bastille
- You’ll get here as part of the side quest A Family Affair. The cockaded door is right next to the objective. Activate your compass to know how to get there.
- On the main path to the Bastille, right next to a single Musician automat, right in front of a hedge opening.
- As soon as you reach the Bastille fortress, look to your left and you’ll see a loaf of bread sitting on the ground. Pick it up and when you enter the Bastille fortress through the window, check the second door to your right. Speak to the prisoner and give him the bread.

Hello, I went back to the doctor in the Tuileries to give him the doctors pouch and he said that I was too late and couldn’t save him. Then he said I hope that the patriots bring down the tyrant.
Does this mean that I failed his quest? The triangle to speak to him still appears too.

I’m afraid so. I’ve had exactly the same (witch i comment in trophy guide page) and trophy didn’t pop. I had to do second run and this time i’ve done all 18 in order on first visit and trophy pop on last one in jail, just go back to doctor right after you finish luxembourg.

Citizen #3 in Luxembourg glitches on PS5.
The person stops giving dialogue options after saying ‘You were given voice to better deceive your victims’.
Keep wasting entire runs going for this trophy because of this.

For arab player , this trophy will not pop if you played the game in arabic language, i played it twice in arabic language with the same sequence above but the trophy dud not pop , once I played it in english language it pop up immediately after the last story in Bastille . Idk if you should play the whole game in English or just listen to the stories in English

actually i got all the stories 3 times, but the issue was with the last one in luxemburg. it was glitched 1st time, and second time i didnt finish all the dialogue there. third time i returned after Bastille and found 2 more dialogues at that wiondow and finally the Platinum is here
