In Starfield you can cook food at Cooking Stations. To unlock new Recipes you need to research meals at a Research Lab and buy the social skill “Gastronomy”.
A Cooking Station can be found on the first spaceship you get for free in the story (may vary with other starships). Another is always found in the basement of The Lodge. Travel to System: Alpha Centauri > Planet: Jemison > Landing Site: The Lodge > after you enter the lodge turn right and go downstairs to the basement.
Cooking also requires ingredients. These can be found as loot while exploring but can also be bought from merchants found in main cities.
Cooked Meals give certain passive boosts for a limited time. This can be particularly useful at higher difficulties. There are even some that increase your XP gain for a fixed amount of time, such as “Alien Tea” which increases XP for 2% for 15 minutes. This makes food particularly good when farming XP for speedleveling.
Higher quality foods require researching them at the Research Lab first and having the Gastronomy Skill. The required materials for the research can also be bought from merchants. A Research Lab is found in the basement of the Lodge and on your spaceship too.
