Sherlock Holmes Chapter One has 24 Treasure Locations. Finding all Treasures unlocks the Gold Digger trophy and achievement. This guide shows all their locations.
They are the main Collectibles in the game and part of the 3 side quests Treasure Island – Stage 1, 2, 3. They are hidden inside little wooden boxes which aren’t marked on the map.
They are technically all missable because there’s no more free-roam after the story. You have to find them before the Point of No Return.
Starting Point
A street crier on City Hall Squares issues the challenge to find treasures all over Cordona. They are split into three sets of eight. After finding 8 you need to return to him to spawn the next 8, then again talk to him after having found 16 to spawn the last set.

Can’t find the guy to turn in the treasure.

It’s the same quest giver where it starts (see starting location at the top of the guide). While it’s mentioned in the intro to return to him, I also added it after treasure #8/#16 (it’s already mentioned after #24 as well).
If he’s no longer there for some reason, it might be a bug or could be tied to being at a specific point in the story. Just check back later and he should respawn. For me he was always there when I checked.

How are you supposed to do these legit? Just from the photo alone? Or can you talk to certain people to get more hints to the location?

Yes, just from the photo. There are no people to talk to. If you’re having trouble, try standing in the same place the photo was taken, lining up your screen with your pinned picture for the treasure you’re looking for. Then it should be quite easy to find the treasure boxes. None of them are hidden so well as to be frustrating, they are out in the open and when you approach them, a circle appears to show it is interactable.

If you mean to find them without a guide at all, then the idea is probably to familiarize yourself with the photographs and then go about your day adventuring. The sites are all fairly recognizeable, consisting of monuments and other noticeable areas.
After running around in town, it’s feasible that you’d recognize spots as you go along, or remember places just by looking at the photos once you’ve been playing the game for a while. Cheers!
