Observe and Report is a Main Mission in Saints Row (2022 Reboot). This walkthrough will guide you through all objectives of the Observe and Report story mission.
Quest Giver: Gwen
Requirement: Complete Making Rent
Reward: $1,500 Cash, 3,000 XP, Side Hustle: Riding Shotgun, Side Hustle: Choplifting
Mission Info: Marshall’s taking on a convoy of smugglers. Get to the briefing.
Objectives:
- Meet with Gwen
- Follow the convoy
- Kill the bikers
- Climb on the roof
- Jump to the truck
- Clear the truck
- Kill the Panteros
- Jump to the Panteros car
- Advance up the convoy
- Jump to the car

Meet with Gwen
Marshall has a new assignment for you, so you need to meet up with Gwen to start. Don’t worry about what vehicle you’re driving or what items you have when heading out, this is one of the Marshall missions so you just get Marshall items the whole time.

Follow the convoy
After the cutscene where Gwen explains what’s happening, you’ll be in the passenger seat of a car with JR, following the convoy, only observing.
Kill the bikers
After a short time the bikers at the back of the convoy will start shooting at your, and you’ll need to take them out.
Climb on the roof
The turret on the back of the convoy will start shooting at you, and you’ll need to hop on the roof of the car to deal with it. Hold 
to jump onto the roof (this works while driving vehicles normally too).
Jump to the truck
Wait for the car to move up near the trailer, and press again to jump to the back of the trailer with the turret.
Clear the truck
Now on the back, you’ll need to deal with the enemy in the turret. You them by shooting at their head, just over the top of the turret itself.
Kill the Panteros
You now need to clear out the enemies in the vehicles to the side of the trailer who are now shooting at you. Hop in the turret and use that to quickly deal with them. You don’t need to worry about the cars that are directly beside the trailer that don’t have health bars, they can’t be destroyed.
Jump to the Panteros car
You now need to escape the burning trailer. To do this, head to the front right where that car you may have noticed before is driving and jump onto it.
Advance up the convoy
The car you are now on will keep driving and slowly move forward to another car. While it’s going the Panteros to the left will be shooting at your, so you should shoot back to stop yourself from dying while stuck on the car rooftop.
Jump to the car
After a short time, the car you’re on will light on fire, and you’ll need to jump to the next in front.
Jump to the truck
The new car will move a short distance to the side, and you’ll be able to jump onto the next truck in the convoy.
Kill the Panteros
The next truck will have more Panteros you need to deal with. Other trucks will pull up on either side as you deal with the enemies, allowing others to jump on or shoot at your from the adjacent truck.

Fall back
After all the enemies are dealt with JR will pull up on the left of the truck you’re on, and jump back to his car.
Shoot Sergio’s monster truck
Sergio appears from behind in a monster truck trying to squish you. Keep shooting at the front constantly until he eventually crashes. You have unlimited ammo with the assault rifle in this mission, so just keep shooting at it the whole time.
Kill the bikers
You’ll now be following the convoy into a sandstorm. After a short period, a number of bikers will appear around you, shoot them all to continue.
Advance up the convoy
You’ll now be continuing by jumping to a car ahead. Two turrets will start shooting at you off the back of the convoy. You can try to shoot at them if you want, but you’ll deal with them both in a second.
Shoot the hitch
After jumping to the third car you’ll be prompted to shoot out the hitch holding the turret platform to the main trailer, which handly deals with the turrets.
Jump to the truck
After the turrets are gone, the car you’re on will move behind the main trailer and you can jump to it.
Clear the lead truck
Finally, you need to deal with the enemies remaining on this truck. There will be two on the lower platform you start on, then four total on the higher platform; one shooting at you from the start who may jump down, and three that run from the back when you climb up.

After the enemies are all dealt with head up to the front of the truck for a cutscene.
Kill the Panteros
After the scene showing the convoy crash you’ll be in a rocky area with a number of enemies appearing that you need to take out. This will likely be your first time meeting armored enemies, which take a lot more damage on a second yellow health bar and you can’t use takedowns against them until that bar is gone. You can use abilities against them though, so use that to your advantage.
The other enemies to watch out for are the ones that appear on bikes and drive around the outside of the area. You can shoot the enemy to deal with them, or shoot the bike to blow it up.
After all the enemies are dead, you’ll have another cutscene and the mission will be complete.
