Red Dead Redemption 2 has 4 Fences, which are a type of vendor that buy your stolen goods and sell special items such as crafting recipes, masks, explosives, and melee weapons. One of them is the special wagon fence at Emerald Ranch who buys stolen horse wagons.
You can browse their locations by pressing 
(PS4) / 
(Xbox One) on the world map. This opens up an index of all markers and lets you browse between their locations by pressing 
/ 
on the icon.
All Fences
#1 – In Varn Horn Outpost, top right of the map.
#2 – In Rhodes, bottom right of the map.
#3 (Wagon Fence) – At Emerald Ranch, east of Valentine (this is the wagon fence that buys your stolen horse wagons).
#4 – Saint Denis, bottom right of map, east of Rhodes.

There’s also a fence for stolen horses that unlocks after a mission chapter 3. He buys the horses for more than you’d get from a stable owner. North of Clemens Point, I believe.
