Judgment Friends List and Locations

In Judgment (Judge Eyes) Friends are NPCs who you can talk to occasionally, who will help in the story, give side cases, or sometimes give items. This guide shows all friend locations in Judgment. You first are introduced to them in Chapter 1 after you are asked by Makoto Tsukumo to purchase him a figurine from a Pawn Shop. After this interaction the rest of the friends start becoming available to interact with.

None of the friends are missable, you can still get them after the story.

Makoto Tsukumo – Story related
You have to buy Tsukumo a figurine from the pawn shop during the story in Chapter 1, so you can’t miss being his friend.

Morio Onodera – Sewers (Just to the right of Goro Moroboshi, appears in Chapter 5)
Raised by purchasing his items items for SP (Sells some Skill Books and Gambling items, as well as some office decorations) Purchase 3 separate times, doesn’t matter what you buy, but needs to be 3 separate transactions.

Takeo Inose – Wild Jackson (Tenkaichi St.)
Raised by helping him to improve Wild Jackson’s sales (3 total)
First choice: Head to Tsukumo to get him to check posts on Chatter for you, then select “Specials”.
Second Choice: Try Being Optimistic (After doing first choice with and returning to Yasuhiro Furuya at Wette Kitchen).
After this return to Wette Kitchen later to get his final friendship raise.

Yoshida – Yoshida Batting Center (After you complete all regular batting Homerun and Challenge Courses)
Raised by beating the Home Run Hell Course and Chaotic Challenge Course  Link: Batting Center Guide XXXXXXX

Shuichi Hatano – Inside Yoshida Batting Center (Appears after beating 2 batting courses)
Raised by buying his batting items from him (2 times)
He’ll let you buy the second one after you complete 5 batting courses.

Ryan Acosta – Found around the city in different locations
First Location: On the corner just West of KJ Art, when you go near you’ll pull out your drone to spot him on the wall
Second Location: Inside Club SEGA (Theater Square), upstairs interact with the left dartboard. Have to get a good round on it, I did 3xTriple 20, 3xDouble Bullseye, and one 60/60/54 and then he showed up after. Can wait till you have Miracle Darts if you’re struggling. He then challenges you to a round of darts. Pick whichever you like, count up is probably easiest because you can just go for 180s all three rounds. He’s not great at darts though so shouldn’t be a huge issue.
Third Location: Just outside Club SEGA (Theater Square), will be there right after you beat him at darts. You’ll get jumped by a group of Yakuza, then Ryan will show up and challenge you to a fight. After you beat him he’ll occasionally show up to help you in fights.

Mari – In Tender, automatically met for first friend interaction in Chapter 10
First interaction: Observe the man’s drink, then select that he leaves after two
Second interaction: Call Tsukumo to win the bet (if you select one of the other two you lose, but you don’t actually lose any money either way so up to you)

Kyushu No. 1 Star Owner – Kyushu No. 1 Star Owner – Available Chapter 1
Raised by correctly answering questions after buying food (3 total)
First choice: Honey
Second choice: Make a fancy ramen of your own.

Rie Tomioka – Smile Burger (Nakamichi St.) You meet her here after eating once, but then everything after is done at your office
Raised by trying out her meals in your office fridge after you meet her the first time at Smile Burger (5 total)
Curry with Bitter Melon: Perhaps you could do without the bitter melon
Chicken Karaage: The Wasabi is all over the place.
Okonomiyaki: Delicious!
Choice: Thanks for the meal! (likely doesn’t matter)

Yasuhiro Furuya – Wette Kitchen (W Taihei Blvd.)
Raised by speaking to him about corporate suggestions (3 total)
First choice: Fast Food Joint
Return to him later and you get more friendship progress and he asks for you to be on the lookout for what store to team up with.
Return here the final time after talking to the manager of Wild Jackson about promotions to get the final friend amount.

Toshikazu Sagara – Cafe Alps
Raised by correctly answering his coffee quiz answers (3 total)
Sour and Bitter, pick you up if you’re blue – Blue Mountain
Quite bitter, yet somewhat sweet, earthy aftertaste – Jamaican
Second cup, talks about balanced flavor.

Sakura Amamiya – On Pink Street just across from The Queen Rouge
Raised by calling her to your office to give you a massage (3 times)
Third time you try and request a massage she’ll say she’s over in the hotel district, and Yagami thinks that something is up with that. Head over to the marked spot to check on her.

Bantam Owner – Bantam (Either after you buy everything off the menu once, or after you finish the Side Case Honey Trap, not sure which because I did both at the same time and he was able to be friended after)
Raised by leaving then coming back to speak to him after some tough customers
First response (When you meet him as a friend the first time): Left it up to you
Second response: It’s an original from another bar

Fumio Matsuzaki – Kanrai (Purchase food then come back later to take his beef quiz)
Raised by correctly answering all the questions in his beef quiz, then coming back again later.
First Question: Small Intestine
Second Question: Stomach
Third Question: Flank

Ryo Matsuzaki – Inside Earth Angel (After you’ve defeated Cane Man later in the story)
Raised by drinking with him at the bar (Must have drinking tolerance upgrades to complete, and start from being sober) (3 times)
After the third time he’ll come and help you with Keihen Gang encounters when they occur.

Kim Won-Soon – Beef Zone (Bottom floor of the Cafe Mijore building)
Raised by giving him suggestions for the restaurant
First choice: Family Special (I don’t believe these have to be in this order, since you end up picking all 4 anyway)
Second choice: Suggest adding desserts
Third choice: Suggest free rice refills
Fourth choice: Suggest dropping prices

Tashiro-kun – Between Children’s Park and Genda Law Office
Raised by protecting him from other Yakuza thugs (2 times)
After the second time he’ll come and help you when you’re attacked by thugs while wandering around Kamurocho.

Masakazu Nekomiya – Nakamichi Alley (Not in a building, just in the alley)
Raised by sending him pictures of specific types of cats you find while wandering around (3 total)
First cat: Calico – This cat is found in the Alley just East of the Detective Agency

Second Cat: Tabby – This is found in Little Asia. When you go into this area you’ll be stopped and will hear the cat, and will automatically pull out the drone to find it. Head straight up and it should be just to the left of the white sign with the red lettering on the top level of the scaffolding.

Final Cat: Black Cat – This is found near the South end of Pink Street, just beside the Poppo (Showa St.) building. You should see a lady standing on the side of the road looking at a black cat. Speak to her and you’ll call Nekomiya over and finish his friendship chain.

Takumi Katagiri – Inside Shellac (After completing 3 Side Cases called “The Mystery Writer’s XXXX from the Detective Agency Board)
Raised by telling him about various Side Cases you’ve completed (10 times, need to finish basically all of them to tell him about them)

Sebastion Hutton – Millennium Tower B1 (After winning first drone league)
Raised by finding each set of drone QR codes (5)  Link: XXXX

Haoyu Xiu – Akaushimaru (Tenkaichi St.)
Raised by speaking to him after purchasing food
First choice: “Someone ate and then booked it?” You then have to chase a man down who pulled a dine and dash.

Voluptuous Woman – In L’Amant after you’ve met her during the story
Raised by winning poker hands against her, you just have to win one hand she doesn’t immediately fold out of then you’ll be stopped automatically and her meter will raise (2 times)
Once you win twice against her she gives you the Royal Joker Card item, which makes you more likely to get hands in poker.

Kenta Uozumi – Sushi Gin
Raised by answering questions after purchasing items (4 total)
First choice: Tea
Second Choice: Soy Sauce
Third Choice: The Sushi Plates, man.

Mami Sakuma – M Side Cafe (Can be interacted with about food after purchasing pastries, believe buying chocolate cake triggers the first one)
Raised by Yagami giving her feedback about her baking after you eat it (if you go through the entire menu and only trigger her friend interaction at the end Yagami does all 4 at once)

Hiroto Nasugawa – Akaushimaru (Hotel District)
Raised by purchasing items, then trying his special dishes (2 total)
When you return to him he’ll mention losing the recipe he was working on, then ask you to look for it for him. He’ll text you the route, but you should just head over to the M Side Cafe, where you should see an item in the corner just to the left of the girl who sells the food for this location. Return it to him after.

Keni Tanago – Shichifuku Parking Lot
Raised by beating him in his “Try and Hit Me” bet
You can hit him by performing an EX action on him, I opted to pick up the nearby traffic cone and slam him in the face with it. You can also hit him by sprinting at him and doing the EX action that way. After you beat him twice he’ll back you up in fights around town.

Hanae Ida – Smile Burger (NW Theater Square)
Raised by talking selfies with her for the Smile Burger contest after purchasing food (3 total)

Alice Ino – Poppo (Showa St.)
Raised by earning points for purchasing items (700 yen = 1 point, need 10)

Sota Nonomura – Poppo (E Schichifuku St.)
Raised by earning points for purchasing items (700 yen = 1 point, need 10)

Kiyoshiro Asamura – Poppo (W Shichifuku St.)
Raised by earning points for purchasing items (700 yen = 1 point, need 10)

Noboru Hiranuma – Inside Shellac
Raised by taking pictures of people for him
First picture: He wants a picture of the guy who framed  the person in the I Got Honey Trapped! case, who will be marked on the map over on Senryo Ave. Get up close and take a picture when the requirement is met, then head back to Shellac to turn it in
Second Picture: He wants you to snap a picture of the vampire performer who you pose as for a side case. He marks a spot for you just South of Kamurocho Hills where you should head to snap a picture.
Third Picture: This time he wants a picture of a White Crow, and says you need to be up somewhere very high to see it, and at night.  You can head to the roof of the Theater, but you can’t actually take the picture from there.  Head to the alleyway just South of Public Park Three, then go all the way up the stairs and around on the roof until you get to the spot where Yagami says to take the picture. Zoom in all the way and snap the crow when it’s not flying behind the building, then return to Shellac once more.

Dwayne Cruise – Poppo (Tenkaichi St.)
Raised by earning points for purchasing items (700 yen = 1 point, need 10)

Noboru Tateyama – Very South-West corner of the map (Shows up after you learn about Quickstarter at the start of Chapter 6.
Raised by investing in his company’s Quickstarter campaign.
Return to him after completing the first level of the campaign to have the second show up.
Return to him again after completing the second level to max his friendship.

Kaede Sanada – Quadra Garden Restaurant
Raised by talking to her (4 total)
First choice: Hold your baggage
Second choice: The wanted to take food to go.

Naotaro Terahara – La Marche (After you have purchased something from him at least once, then came back later)
Raised by interactions with him when you come in to the store (3 times)
Second time you speak with him you’ll have to fight a man who’s getting rowdy about suit alterations.
Third time you to to him you’ll be given a spiffy suit that can be worn as a disguise.

Goro Moroboshi – Moroboshi Clinic (Reached through manhole in Children’s Park)
Met through story events at the start of Chapter 2, then raised fully when you return to him.
Next time you see him a man will come down saying the same guy as before got in an accident, and you’ll be prompted to go to Public Park Three to find people who can donate blood. This is the park just off Tenkaichi Alley, and will be marked with the friend icon for Moroboshi.

Takemitsu Owner – Met in front of his shop after you first help him in Chapter 7 (Located just east of Kanrai on East Shichifuku Street, his shop isn’t a marked building or a store you can enter)
Raised by protecting him from the Yakuza who keep trying to extort him for protection money (3 times)

Shin Fujimori – Met near the start of Chapter 6 (After one Quickstarter campaign is funded he’ll be found again at the very South end of Nakamichi St.)
Raised by investing in Quickstarter projects after you are introduced to them in Chapter 6.

Kazuhisa Norimoto – Cafe Mijore (Second floor of the building)
Raised by talking to him about the other girl at the cafe (5 total)
Can progress by continually entering and leaving and it swaps between the two each time.

Miharu Shima – Cafe Mijore (Second floor of the building)
Raised by talking to her about the other boy at the cafe (5 total)
Can progress by continually entering and leaving and it swaps between the two each time.

Shun Isaka – Met just South-West of Ikinari Steak, after you’ve been chased by the police at least once from a fight going too long
Raised by chasing after him while he’s running (2 times)
You can do the second chase right after the first, when he moves you to the South end of Theater Avenue
Gives Art of the Thunder Fist Book which unlocks EX Running Wall Smash for purchase

Ebisu Pawn Owner, Fukutsu – In Ebisu Pawn after you come in with one of the paintings
Raised by selling him all 5 Fuka Shiranui Paintings
“Tsubaki” purchased from L’Amant prize counter for 5,000 chips
“Botan” purchased from Dragon’s Palace 2F prize counter for 5.000 chips
“Ume” purchased from Dragon’s Palace 3F prize counter for 5,000 wood tags
“Suzuran” purchased from Onodera in the sewer for 500 SP
“Sakura”  earned by completing Dice and Cube Middle Course Standard Rules with at least 5 dice remaining at the end

Toshiro Koizuka – His shop is on the corner of Senryo Ave. and East Taikhei Boulevard (First met in front of the Detective Agency, you speak to Rie Tomioka and then she introduces you)
Raised by doing Locksmithing jobs for him. (9 times?)

The Hermit of the Dragon’s Palace, Iyama – Dragon’s Palace (Met through story events in Chapter 5, then he is located here on the 4th floor)
Raised by creating more extracts and then talking to him to learn more recipes. The ones you need to make for him in order a listed below. You can get all these ingredients first then just make them all and talk to him again immediately after.

You must complete the “There’s a Panty Thief on the Loose!” Side Case first before you can meet him here.
Raised by humoring him and helping him out with Madoka
He tells you to go meet here at Apple Pie, which is a restaurant just south of Public Park Three. He then stands in the smoking room in the theater from now on. After you’ve met her he wants to know people to also send to her to help her out, and you can send the following people after you befriend them

After you’ve sent the 4 guys, go speak to Yosuke again and he’ll ask you to request Madoka at the Club once more, but don’t actually do that yet. Leave then come back and he’ll be talking on the phone, and he’ll say Madoka was planning to quit after earning enough money, and you’ll raise Yosuke’s friendship fully.

Shinzato Madoka – Apple Pie Club (Second floor of the building just south of Public Park Three)
You need to gain friendship with Yosuke Saotome first so he directs you to meet her, then you need Boozehound perk to gain friendship with her.
Raised by talking to her at the Club.
First choice: I’m happy just talking.
Likely need third drinking level perk to progress again
Second choice: “I don’t think this is such a good idea” (probably doesn’t matter)
After you’ve finished sending the four guys to the club and raised Yosuke’s friendship to maximum, go speak to her once more and she’ll tell you she’s made enough money to quit her job, and her friendship is fully raised.

Kazufumi Kamaguchi – Turtle Financing (Building South of Public Park Three, third floor)
First time you find him on the street on the ground, after that he’s up in his place of business.
Raised by helping him collect debts from the Keihen gang leaders.
Soon after meeting him you’ll likely get a text saying that the gang are out beating people up and causing trouble, and the threat level will go up to 100%. If you check on the map you should see an icon for Honda. Head over there and beat him up, then you’ll take him back to Turtle Finance and get a reward from Kamaguchi for getting one of the debts back.
The other person to check for is named Kasai, who will also be marked on the map during active threat level. You can go beat him up during the same threat level instance as Honda.
Each of the two leaders you hand in, Kamaguchi will give you around 130,000 Yen.

Hideaki Deguchi – Outside Lullaby Mahjong, after you complete the case Reckless Aspirations
Raised by engaging in the contest that Seiya gives the two of you
Seiya tasks you with getting a picture with a girl in red, if you head down the street to the right there should be a girl who has a thought bubble wondering where Bar Tender is. Speak to her then as if she’s going somewhere, then offer to lead her to Tender. When you get there you can take a photo with her, then head back to Seiya.

Speak to them again when you want another challenge, Seiya tasks you with finding a girl who is still attending school. For this what you should actually do is run over toe Club Sega on Nakamichi St, and speak to the kid outside. Then head over to just outside Akaushimaru at the Theater Ave and Taihei Blvd intersection and you should see a girl there you can talk to. Ask her if something is wrong, then lead her over the boy. Before you can ask her for a picture though you’ll notice Deguchi in the next street over about to get his teeth kicked in by a yakuza looking guy. Choose to step in and beat the guy up. You’ll head back to Seiya, and you should choose to let Deguchi stay and work.

Kunio Ichinose – Ikinari Steaks
Raised by meeting him outside his restaurant after purchasing food
First choice: Someone who’s extremely innovative. (Likely doesn’t matter)
Second choice: Motomura-san

Yurika Tachibana – Tachibana Mahjong (Available after playing one game of Mahjong at Lullaby Mahjong)
Raised by playing Mahjong at her parlor.
First raise is just from playing a game.
Second raise is for going out while you are the Wareme (bronze Shop mission Wareme Waryori)
