This Judgment (Judge Eyes) walkthrough will guide you through all the main choices and investigations of the Finale for 100% completion.
Finale Choices
Once you start the chapter you’ll have to head to Tender to meet with Mafuyu, who thinks she is being followed. She says she’s on her way to Children’s Park to get a case file related to Morita, and wants you and Kaito to come with her just in case. Talk to her again when you’re ready to head out, or you can do other things right now before progressing.
Once outside you’ll immediately be attacked, and have to protect Mafuyu on the way to the Children’s Park. During this section she’ll cheer you on which will heal you and replenish EX gauge, so make sure to keep the thugs away from her. Once you get to the Children’s Park you’ll have to find the contact, who happens to be a familiar face. Once that is done you’ll have to walk Mafuyu home. She wants to talk to Saori first, so head over to the Law Office. After that chat you have to walk Mafuyu over to a taxi so she can go home. Izumida gives her a call, and Yagami says he’ll go meet him at Cafe Mijore instead of her to talk about some things. Head over there when you’re ready.
When you get there, select the following choice:
To tell her to obey Morita.
After you finish your discussion, head back to the detective agency. The gang lays out a plan in the morning, and you can pick who you want to speak to first and what to do.
Higashi
Higashi says that after Matsugane died and Hamura disappeared the family mostly fell apart. A guy named Kengo is trying to keep the peace but something is up. You need to head over with him to the Family Office to find out what’s going on. Kengo wants to know who the Mole is so they can get revenge, but won’t listen to reason about why they can’t so you have to beat it in to them. Kengo is extremely dangerous in this room with the number of other people, as he has a sword which you can’t block, and will immediately do mortal attacks. If you see him winding up it’s best to try and get as far away from him as possible. Remember that you can pause and use items out of your inventory if needed, so don’t be afraid to stop and heal your health or pop extracts in here. Once you’ve dealt with them all Yagami reveals who the Mole is, and they more or less agree to back off and let it play out in court.
Sugiura
Your goal for Sugiura is to go speak to Okubo again, and let him know Emi’s family members know he wasn’t the real murderer now. Sugiura can’t come, but he asks you to pass along a message. Head to one of the taxis to go to the detention center to meet him. When prompted, make the following choice:
Let’s go visit Emi’s grave together.
Hoshino
Hoshino wants to use the blackmail you still have on him to compel Kido to testify in the trial. Head over to a taxi after speaking with him to go to the ADDC. When there, o through all the dialogue options with Kido. He’s not swayed by anything you have to say right now, but says he will cooperate if he thinks you can actually win.
Once you’ve gone through all three branches, head back to the Detective Agency again. Sugiura is waiting for you outside, and asks if you’re ready for the trial. The game will prompt you that you’re basically heading into the end of the game now, and you should make a save here just in case. Once you progress you won’t be able to do any more free roam activities until you complete the story.
Once you’re ready, Sugiura says to head over to the Law Office to speak with Hoshino. When you get there though Izumida will be there, and says that Ichinose will speak at the trial. Mafuyu then gives you a call saying that the police are raiding L’Amant, and you decide to head over there to make friendly with the higher ups.
After a discussion with Morita, Kuroiwa comes in and you finally have to fight him. Even though Kaito comes in you have to do this one on one, and this is the most involved fight so far. Kuroiwa can do a lot of moves similar to your own, such as wall jump attacks and deflections. Be aware if he starts sprinting toward a wall that he’s going to try and do a jump kick at you, so best not to go near him again until he lands. Once you get him down 1.5 health bars he’ll throw you into the bar, and you have to do a quicktime with to stop him stabbing you. After that he’ll be at 2 health bars and start doing mortal attacks. When he’s charging an attack you want to get as far away as you can, because he’ll do a 3 move kick combo that covers a lot of ground. He is stunned momentarily after though, and you can get a few heavy hits in on him. As long as you’re able to avoid his mortal attacks the second half of this fight isn’t too bad.
You’ll get some more story, and the game even does a fade to black before the villian reveal, then you’ll skip forward in time to the date of Ayabe’s trial.
Make a save right now, as there is a missable trophy during the case. You can speak to everyone in the office, then you interact with the door to head to court.
MISSABLE
During the court case, you have to present all evidence correctly first try to earn the trophy The Final Nail. Follow the choices below to present all the evidence correctly:

Hamura and Ichinose’s Missing Link
The Final Nail will pop right after making the above choice.
You’ll head back to Kamurocho next, trying to stop Kuroiwa from being murdered. You’ll have to head to Theater Square, but you’ll be stopped by a large number of goons on the way. These are all pretty regular thugs, and you have all 3 of your boys helping you out. Keep working your way to Theater Square down the marked path. You’ll only have two groups of guys to go through, with the second one having a few heavier named enemies. Once you’re through them you’ll learn Kuroiwa has headed to the ADDC with the goal of taking out Shono, so you head there.
You’re stopped by a large group of police on your way in, and have to fight your way through to get to Kuroiwa. After the first group Kaito and Higashi will stay behind to keep the reinforcements off you, while you and Sugiura go ahead to fight some more guys. Be aware in this group after you take out a couple guys the others will start pulling out guns, so try and take out the normal police first. After that you’ll have to head for the research wing.
Active Search Mode: Search Mission – Find the gold keycard
BEFORE YOU DO ANYTHING, find the final cat. This one is just outside the bridge to the Research Wing, on the ground by the tree. If you got all prior cats during the main missions then Oh Look, a Cat! will pop.
Now to find the keycard, there are a bunch of points you can search on each guard for extra SP, but the spot you need to check is the gold flash on the left guards hip (the guy Sugiura isn’t standing near).
Once you have it you can end the search, and you’ll head through the door. Before you can get in though Kuroiwa blows up the bridge. so you have to head in through the underground parking lot.
In there you’ll run into more police, and Mr Shock Batton again. Similar deal as prior fights, take out the grunts first, then go for the main guy after. You can’t block the baton so stay away if he’s swinging at you. The grunts will all immediately pull guns, but they can be taken out quickly before they can do much with them.
You’ll have a little walk in first person, then you’ll head into the Research Wing in search of Shono and Kuroiwa. You’ll find them, and then you have one final confrontation with Kuroiwa. This fight is similar to the prior one, he still uses his wall jumps and attacks you in similar ways. Once you get him down two bars he’ll knock you out into the main area of the research wing and you have more room to maneuver. I found a good way to deal with him was to use the furniture around the area, using them to interrupt his mortal attacks like you did with Hamura in the earlier chapter. If you have all the damage upgrades at this point in the game you can blast through almost a full health bar using one of the EX attacks with one of the sofas in the main room.
But wait it’s not over yet. Kuroiwa pulls himself up from the window and injects himself with a needle, and he’s back at full health. You can deal with him the same way though, keep blasting him with furniture EX attacks, then when he uses his mortal attacks back away then hit him when he’s staggered to regain EX meter.
Congrats! You’ve now finished the story of Judgment. You can continue cleaning up what you have left in the open world after the story in Premium Adventure.
