This Judgment (Judge Eyes) walkthrough will guide you through all the main choices and investigations of Chapter 4 for 100% completion.
Chapter 4 Choices
Head to the Genda law office at the start of the chapter. You’ll walk in on a situation that you now have to deal with.
Choice:
Pick either, you have to select both to progress
Pick the final choice to progress the dialogue further.
Side Case: Justice is Sweet
Active Search: Clear Hoshino-kun’s Name
Find the cat out the front window.
First, examine the front of the fridge to find a clue about the ice being melted, then examine the trash bin beside the couch to learn that the trash has all been emptied.
This then prompts you to investigate the kitchen, where you should examine the sink to find a clue about Saori’s milk cartons.
You then start the “trial” to determine whether Hoshino is guilty of eating the cake.
First choice select “Empty Trash Can”, because Mafuyu came after the trash would have been emptied, so if she ate the cake the packaging would still be around.
Mafuyu presents a new clue about a planned power outage.
Choice: Select Objection. Select “Saori’s Milk Carton” as evidence, then select the notice about the Power Outage.
Finally, select “Nobody” as the culprit for the missing cake.
Once this is finished, head of to Charles to speak to Higashi about the shooting from the night before.
He’ll say you should give Shintani a warning about the Yakuza, but you’ll be interrupted first by a phone call from the thugs who attacked the local shop owner last chapter. Head over to the restaurant to help him out. You’ll be greeted by a group of thugs, but you’ll only end up fighting one large guy.
Once you complete the fight you’re given a tip on Threat level, which determines how likely it is for the Keihen gang members to attack you around the city.
Then you can finally head back to Genda Law Office to talk to Shintani. He won’t be there, but Genda will give you a job to do in the meantime.
Side Case: “The Circle of Law” Master and Pupil
Go meet the client over at La Marche, where she’ll realize her child has disappeared. Speak to the lady just outside, he says she saw her heading to Nakamichi St, which gives you a objective marker near Club Sega. Head there to find the girl, who will then head back to the law office with her mother.
You’ll next be tasked with doing some investigating into allegations against the mother. Your first stop is a love hotel in the marked area, it’s right at the Eastern edge of the circle zone. Interact with the sign, then you’ll fight a man and enter an investigation section.
Press 
twice to switch to the third image, then view the woman’s face. It turns out that’s not actually the woman Genda is working for, but someone dressed up like her. The man come back and smashes the laptop though, which leaves you out of your evidence.
Back at the law office, you’re tasked with presenting evidence that proves Karin’s feelings about her parents’ divorce. Select “Torn Envelope and Ticket”.
After some more dialogue the receptionist from the hotel will show up again, saying he does in fact have another copy of the footage. Choose “Buy” (Genda reimburses you and gives you a sizeable amount extra) and you’ll show the footage to the client proving Oikawa is a fraud, and the case is over.
Shintani will now be back at the office, and you can warn him about the danger he is now in due to the trial. After head outside, and Kaito will give you a call saying to come meet him at Tender so you two can talk to Ayabe about what’s going on.

Why did the Kyorei clan come to Kamurocho?
How’s Kamurocho been lately?
You can ask him the last dialogue option if you want, or just end it there to continue.
Next you and Kaito will head over to KJ Art, with the intention of talking to Murase about some Kyorei related business. Head up to your usual spot on the roof, then take out the drone and fly it over to the KJ Art building. Look in the top window at the office with Murase, then hit 
to look inside. The usual thing will happen, and you’ll have to fight a large group of enemies, though you’ll have help from both Kaito and another friend. You’ll meet your new friend proper after this fight, then have to head back to the office to end the day.
Midway back, you’ll actually get stopped by a phone call from the Barkeep of Tender, telling you to come by because they’re trying to figure out what the lady who is always there does for a living. They offer you up a total of 90,000 Yen if you win the bet, which you should take because that’s some nice easy money.
Side Case: The Socialite’s Secret
Examine her shorts, her hair, and her necklace. After viewing the necklace, examine her hands to determine she’s likely not married and doesn’t have a job that could mess up nice nails.
What you pick as an answer doesn’t matter, none of the three options will be correct. The barkeep then suggests tailing her to figure out what her occupation is.
After the first section of the tailing, she’ll text you saying she’s on to you. Put on your Dirty Clothes disguise, then continue the next section of tailing.
When the tailing is done you’ll end up outside Koi Bride, then when you head in you’ll see Mari walking down the stairs. Head downstairs yourself (just ignore that you still look like a hobo) and head into L’Amant to end the case.
Head back to your office now to finally end the day and this chapter.
