This Grand Theft Auto III 100% Completion Guide & Checklist will show all the requirements for getting 100% completion within the game, which is required for the Is That All You’ve Got? trophy/ achievement (updated for GTA 3 Definitive Edition Remaster on PS5, Xbox Series X, PC). Some of these requirements are missable, or otherwise made harder by not doing them before certain points in the story, so the purpose of this guide is to ensure that you do not miss any requirements and complete them without making things harder for yourself.
While playing through the game, it is recommended to do as much as you can on an island before you start doing missions. This is because after certain missions, the gangs will both become hostile and get weapon upgrades, which can make doing miscellaneous missions like Rampages or Vigilante much harder to do. These will be detailed below.
Several of the story missions can be missed if you do them in the wrong order. These will be detailed below but a general rule of thumb is to simply complete all missions for one person before moving onto the next. This way you won’t miss any missions.
Cheats will disable all trophies, so you will need to meet all requirements normally. The game also has a tendency to crash, so it is recommended to save regularly to avoid losing progress while doing stuff like Rampages or Hidden Packages.
100% Glitch Warning: When going for 100%, do not leave the pay phone mission “Kingdom Come” until last. If this is your final item for 100% completion, Is That All You’ve Got? will not pop despite it saying 100% completion in your stats. Make sure you leave something else to complete last.
Upon completing D-Ice’s Pay Phone missions on Shoreside Vale, the Purple Nines gang members will no longer be available. While this is not an issue normally, if you start a new playthrough, this will carry over to the new playthrough, which will stop you from being able to complete D-Ice’s first mission, “Uzi Money”. Because of this glitch, if on your first playthrough you miss something required for 100% and need to start a new playthrough, make sure to delete all of your saves via saved data management on your console. Alternatively, when you first start the game and get the ability to save, you can make a save on a separate save slot and never overwrite it, so that in the event that you need to start a new game, you can simply reload this save and the glitch will not be in effect.

Story Missions
There are 48 Story Missions in the game, and you must complete them all. These missions will appear on the map with the character’s initial when they are available. Several of these missions are missable if done out of order:
- Portland: Complete all of Luigi’s and Joey’s missions before completing Salvatore’s “Last Requests” mission. If you complete this, the Luigi and Joey missions will become unavailable.
- Staunton Island: Complete all of Kenji’s missions before completing Donald Love’s “Waka-Gashira Wipeout” mission, and complete all of Asuka’s missions (up to and including “Two-Faced Tanner”) before completing Donald Love’s “Grand Theft Aero” mission. If you complete these, the Kenji and Asuka missions will become unavailable.

Pay Phone Missions
There are 17 Pay Phone missions in the game, and these can be found at pay phones on each island. These missions will appear on the map with a coloured phone icon when they are available. The one exception is Marty Chonks, as his missions will not have a mission marker on the map. These missions will become available after starting Joey’s missions, and can be located at the pay phone directly next to the building where you start Joey’s missions.

Vehicle Missions
There are 4 Vehicle Missions in the game, and these can be started at any time by pressing while in the respective vehicle type. These require you to drive around the map on the island you are currently on completing a certain objective. Due to the nature of these missions, it is highly recommended that you do these when you first arrive on an island, before doing any missions. This is because doing certain missions will make the gangs on that island hostile towards you, as well as upgrade their weaponry. This can make driving around doing the missions extremely difficult.
Firefighter
Firefighter missions will require a Fire Truck. You will need to put out 20 fires on each of the 3 islands, for a total of 60 fires put out. You will need to extinguish 15 fires in a single go for the Splish Splash trophy / achievement, but otherwise you can do these 20 fires in as many attempts as you wish. This is the easiest of the vehicle missions, as the fires are usually pretty close together and there is little to no threat while doing them (unless gangs are hostile).
Once you extinguish 20 fires on each island, you will unlock the flamethrower at your safehouses.
Paramedic
Paramedic missions will require an Ambulance. You will need to complete all 12 levels of the Paramedic mission in one go to complete this, which makes this the hardest of the 4 vehicle missions. This mission tasks you with picking up injured civilians around the map, and returning them to the hospital, granting time both on pick up and (sometimes) on drop off, with the number required to rescue going up by 1 every level. The Ambulance has very poor handling and can flip very easily, so while doing this it is recommended to drive cautiously, and brake with when going around corners to avoid flipping.
It is recommended to do this on Portland before completing any story missions, as it is the smallest island and the easiest to navigate, plus has no default hostile gangs. Use your map to plan your route for picking up injured civilians, as your Ambulance can only hold 3 people at a time, so on higher levels you will need to do multiple trips.
Once you complete level 12 in one sitting, you will unlock unlimited sprint.
Vigilante
Vigilante missions will require any law enforcement vehicle, including the Police Car, FBI Car, Enforcer and Rhino. You will need to kill 20 criminals on each of the 3 islands, for a total of 60 criminal kills. You will need to kill 15 criminals in a single go for the Going Rogue trophy / achievement, but otherwise you can do these 20 criminal kills in as many attempts as you wish. Vigilante can be a bit annoying to do, as the criminals will drive very recklessly and can be difficult to stop at times.
The best way to do this is either by spinning out the car with a PIT maneuver and blocking it so the criminal gets out, using an Uzi to perform drive-bys on the car until it catches fire, or by using an M16 or Rocket Launcher to destroy a car by intercepting its path. If you have an FBI Car (obtained from FBI at wanted level 5) or a Rhino (obtained from the Army at wanted level 6, or Phil’s Army Surplus after completing “The Exchange”), this can be made significantly easier as the FBI Car can be resprayed to repair the car and lose your wanted level, whereas the Rhino can simply destroy all vehicles with its cannon.
For Portland in particular, it is recommended to either collect 20 Hidden Packages to get access to the Uzi at your safehouse, or complete “Cipriani’s Chauffeur” to unlock the Uzi at Ammu-Nation, so that you are able to do the mission without the Mafia being hostile, as when hostile they have Shotguns and will destroy your vehicle almost instantly.
For every 10 criminals you kill on each island, you will unlock a police bribe at your safehouses, for a total of 6 police bribes.
Taxi Driver
Taxi Driver missions will require either a Taxi or Cabbie. You will need to complete an overall total of 100 fares to complete this, and it does not need to be done in a single sitting or on any particular island. This will simply require driving from point A to point B, picking up fares and dropping them off. As the game has a tendency to crash, it is recommend to only do about 25 fares at a time before saving, so that you don’t lose all your progress in the event of a crash.
Once you complete 100 total fares, you will unlock the Borgnine Taxi at the taxi company in Harwood.
Off-Road Missions
There are 4 Off-Road Missions in the game, and these can be activated by getting into the respective vehicle. These do not appear on the map at all, but their locations can be found via the link below. These missions will require you to drive through a set of checkpoints that grant you extra time. These can be a bit frustrating to do as it can be very easy to flip your vehicle in these missions, but thankfully if you fail you can try again immediately.

RC Missions
There are 4 RC Missions in the game, and these can be activated by getting into a parked TOYZ van at their respective spawns. These do no appear on the map at all, but their locations can be found via the link below. These missions will require you to blow up a certain type of gang car as many times as possible in 2 minutes, using a remote explosive. For the purpose of getting 100% though, you will only need to destroy one car for each mission to count.

Import/Export Lists
There are 3 Import/Export Lists in the game, and these require you to deliver a set list of vehicles to a garage/crane at Portland Docks or Pike Creek. Each list will have a theme to them, and require either 7 or 16 vehicles delivered. Upon completing one of these lists, you will have permanent access to the vehicles on the list at their respective location. The majority of these vehicles can simply be found driving around the map, or have permanent spawns in certain locations. The spawn rates for these vehicles appear to have been increased in the Definitive Edition, making them easier to find.

Rampages
There are 20 Rampages in the game, and these are timed missions that require you to to kill/destroy a certain number or people/vehicles within 2 minutes with the provided weaponry. These can be started by picking up a floating skull icon at certain locations, and each Rampage has two locations. Every time you fail a Rampage, it will move to its secondary location, and vice versa for each failed attempt.
Much like the Vehicle Missions, it is highly recommended you do these before completing the missions that make the gangs hostile and upgraded, as it allows you to deal with easier weaponry and to get the jump on the gang members without them all immediately attacking you. In the event any ambulances arrive during a Rampage, you can re-kill the gang members that the paramedics revive and they will still count towards the mission.

Unique Jumps
There are 20 Unique Jumps in the game. These are specific jumps off makeshift ramps that require you to land in a specific zone or area to complete. When you initiate a Unique Jump, your camera will slow down and go into cinematic mode, and if you are successful there will be a text notification on screen indicating this. These are best done with sports cars such as the Banshee, Cheetah or Infernus.

Hidden Packages
There are 100 Hidden Packages in the game, and these are your typical collectibles. Every 10 packages you collect will unlock a weapon/item at your safehouses. Many of these are hidden in obscure or hard to access areas.

You should do Paramedic on Staunton Island, not Portland. Just avoid streets around the construction and it’s way easier. And leave the siren on the whole time except when near the patient (so cars don’t run them over). This seems chaotic at first but after awhile you’ll get used to it and see its value.

and also if you have 2 stars during a rampage the gangs usually stop shooting. So you just have to avoid the cops and shoot the gang members. Helps a lot especially if their weapons are upgraded.

I definitely wouldn’t advise doing paramedic on staunton. You pretty much have to pass the Colombians to get to the hospital, they’re gunning for you straight away and they have uzis. Hard to avoid the construction site area too if that’s where the patients are to pick up. You have no say on where they spawn and you have to complete level 12 in one go. Portland is definitely easier from the off as no one is gunning for you and it’s a much smaller area to cover. On the later levels i always picked up those up north first as the southern area especially around Joey’s garage is alot easier to navigate and cut through if you’re stretched on time.
I had to restart my 100% game as i too thought it would be easier on staunton. Could never get past level 5 or 6. Those uzis wrecked me. New game literally first thing i did. Second try successful as on the first attempt the first patient on level 12 decided to run into the side of my ambulance as i was pulling up and got squished. So annoying but my fault as i pulled up to close!
Another thing, wouldn’t recommend always having the siren on either. The pedestrian cars can be unpredictable. Just use it on cross junctions to stop those annoying cars coming out right in front of you, also if the road ahead is congested. Click it on, keep your ambulance straight, get through and click it off.

Going crazy here. I finally got 100%, finished all missions, unique jumps, rampages, RC cars, vehicle missions, etc. It shows 100% in my stats screen now, after I finished Kingdom Come mission as the last thing. The 100% trophy Is That All You’ve Got is still locked on PS5….. What should I do???? Anyone else have this problem???

I just reloaded an earlier save where just before Kingdom Come, I dropped off the Rhino import. I did Kingdom Come first, and then dropped off the Rhino for 100% and got the trophy…..
I think if you leave Kingdom Come, or the other phone missions as the last things to do, it will not pop the 100% trophy despite showing 100% in your stats after finishing.

Same thing happened to me with Kingdom Come, but I reloaded a previous save where I only had Kingdom Come, Uzi Rider and Gangcar Round-Up remaining and I got the trophy the second time once I finished Kingdom Come. Theres something buggy with it unfortunately.

I’m stuck in the same boat. 99% completion but I did everything on the 100% checklist. I have trophies and social club achievements that confirm I’ve completed all the missions, dropped off all of the vehicles, off road missions, packages, rampages, etc etc. Last mission I did was the final story mission. So somewhere something didn’t register which sucks big time.

You won’t get anymore Asuka missions until you do Donald Loves mission, grand theft aero. Completing this mission triggers the yakuza being in control of the construction site and Asuka mission, Bait!
As it says above, just make sure you’ve done all the Kenji and up to two faced tanner with Asuka before you do grand theft aero.

I used this guide for my play-through and I have done most of it and just opened the 3rd island.
Decided to look at the trophies I still need and I was missing “Pick up Curly Bob in a Taxi during “Cutting the Grass”
! This is not listed on the Guide as something you need to do during Salvatore’s cutting the grass mission. I will have to start over. Now at least I can do all the vehicle missions before everybody wants to blow me up I guess

That is not listed as it is not a trophy/achievement in the main lists. It is an in-game Social Club unlock which is not necessary for anything other than your own satisfaction. The noted achievements for missions are those for main lists (playstation trophies, xbox achievements, steam achievements, etc).

I was stuck at 94%, 72/73 missions. Found out I didn’t do the Patriot Playground, so then it was 95% with 73/73. I didn’t know what to do, I had everything else. I was losing hope and motivation, but then I went to the crane to see if there was a list of possible missing vehicles. At last, the vehicle spawners popped up out of nowhere outside and then the 100% trophy popped up and the platinum. I guess cause when I delivered the last vehicle I immediately drove off since I had 6 stars. So annoying, but glad it’s finally over. Amazing list, made it super easy to do all this. Thanks to the hero(s) who made it ?

i left the last storyline “the exchange” for the last thing to get 100%, and the trophy didnt pop, so i load the last manual save, and left for last one last car to a list of import/export and it worked

For anyone struggling with the Rampages after you beat the game, I pretty much almost gave up on the mafia one with the AK. Grabbed a tank started it as the timer hit 10 seconds i had a group of 10+ and said F this and blew them up on my tank and still got the credit! I don’t know if that was a glitch but this could have saved me hours of game time. Hope this helps.
