Steel in Ghost of Tsushima is used to upgrade your melee weapons. The higher the upgrade level, the more resources it will require. Visit any swordsmith to upgrade your Katana and Tanto Dagger.
Here’s How to Get Steel:
- Fixed Reward for liberating Enemy Farms that you will always get (Red Wheat Icon on Map). Also obtained as a reward from liberating some Outposts (Red Dots on Map). Not from Strongholds.
- Steel can also be found in enemy outposts (inside enemy tents). If you see boxes that give you a “collect” prompt at enemy outposts always open them, they have a good chance of containing Steel, particularly at small enemy outposts (Red Dots on Map). Steel is much rarer than Iron and you won’t get it at every Outpost.
- Bought from some Trappers in exchange for Supplies.

Can’t buy steel from trapper, steel isn’t among the options.
PowerPyx says
Not all trappers will have it. Check a few different ones. Especially Trappers in late-game areas have a much better inventory 🙂

I found some from a trapper on the 3rd part of the island.
