Quetzalcoatl Talon is a quest item in Final Fantasy VII Rebirth. It is needed for the side quest “Where the Wind Blows” to complete the objective “Obtain the Transmuter Chip”. It’s one of the necessary crafting materials to transmute the Windmill Gear.
This is a unique material that can only be obtained in one way – by completing Classified Intel: Winged Lacertilian of Yore. This is unlocked by completing 4 of 6 Expedition Intel Lifesprings in Grasslands. The Expedition Intel gets marked on the map when activating Remnawave Towers, which are marked automatically on the map in Chapter 2 after meeting Chadley.
Then Chadley will mark the Classified Intel on the map for you, it’s in the desert area in the north-west corner of the Grasslands.
Go there and hold 
to summon the Quetzalcoatl. It’s one of the strongest enemies you will have encountered so far, but if you have trouble you can lower the difficulty to easy in the game settings. Defeat Quetzalcoatl to obtain the Quetzalcoatl Talon (it’s a guaranteed drop).
If you already found the Transmuter Chip you can now use the Item Transmuter Menu to craft the Windmill Gear. You will also need 2 Iron Ore, 1 Lea Titanium and 5 Beast Bone to craft it – all of these are commonly found in the open world in Grasslands so just ride around on your chocobo and collect any materials you see until you have enough.
