Final Fantasy VII Rebirth has 32 Fiend Intel Locations (Combat Assignments). They are part of the 169 World Intel collectibles. Finding all World Intel is required to craft all Materia from Chadley for the Materia Completionist trophy. The Fiend Intel is also called Combat Assignments. Each of them is a set of 3 combat challenges against a specific type of enemy. Completing these also unlocks new Combat Simulator Challenges at Chadley.
Nothing is missable, everything can still be completed via Chapter Select which is unlocked after the story. If collecting via Chapter Select it’s best to do everything in Chapter 13 because you have access to everything in the open world at this point.

Grasslands Region
Fiend Intel 1: Voracious and Venomous
Objectives: Pressure an enemy / Stagger an enemy / Avoid being poisoned.
Use Ice Materia (Blizzard Spell) to pressure Venorat. Deal damage quickly to stagger it and kill it fast before it uses poison.
Fiend Intel 2: Bearer of Grudges
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Fire Materia (Fire Spell) to pressure Enmidunk.
Fiend Intel 3: Keepers of the Burrow
Objectives: Pressure both fire- and ice-imbued enemies / Stagger an enemy / Defeat all enemies within the time limit.
The enemies will be surrounded by either ice or fire. Just check the ground immediately surrounding the enemies, the red ones are fire imbued and the blue ones are ice imbued. To fulfill the pressure requirement you must use Fire Materia (Fire Spell) on the blue enemy and Ice Materia (Blizzard Spell) on the red enemy.
Fiend Intel 4: Wailing Weed
Objectives: Prevent enemies from using Quick Nap / Stagger an enemy / Defeat all enemies within the time limit.
To defeat the enemies before they use Quick Nap, you’ll want to constantly keep all of them under attack. If you damage an enemy and then stop dealing damage it will use quick nap. This is a little bit tricky to pull off and requires a bit of luck. One way of doing it is to use Cloud in Punisher Stance to quickly fill up your ATB gauge. Kill the first enemy quick, then shoot the next enemy with 1-2 fire spells to instant kill it, then focus on the third enemy quickly. Sometimes your team will attack another enemy and then stop attacking and it goes to sleep. If that happens pause and restart the battle.
Fiend Intel 5: Picky Eater
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
To pressure Aggrevrikon use Fire Materia (Fire Spell).
Fiend Intel 6: Voltaic Canine
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
To pressure Thunderclaw use Poison Materia (Bio Spell).
Junon Region
Fiend Intel 7: Cacophonic Corvid
Objectives: Pressure an enemy / Stagger an enemy / Defeat the enemy within the time limit.
Dodge the “Death from Above” attack the pressure Fonadu. It will use this move after dealing some damage to it. An easy method is to activate Classic Combat under System > Options > Gameplay. Don’t press any buttons, it will enter automatic combat mode and do everything for you. Then it should automatically dodge the attack.
Fiend Intel 8: Zemze Breaks
Objectives: Stagger an enemy / Prevent enemies from taking flight when using Soothing Breeze / Defeat all enemies within the time limit
As soon as an enemy starts using “Soothing Breeze” deal it a lot of damage to pressure it, which will stop it from taking flight. Easiest method is to use Ice Materia (Blizzard Spell) as soon as the enemy starts up the attack. Having Ice Materia on 2-3 characters is helpful, always keep at least 1 ATB bar filled with 2 characters that have Ice Materia. If both enemies use Soothing Breeze at the same time, use one Blizzard Spell with each character (press R2 to issue commands instead of using the real-time button shortcuts). A team of Barret, Aerith, Cloud is good here. Use mainly Barret because his ranged attacks make it easy to hit the enemies. It’s also helpful to play on Easy difficulty for this (can be changed in game options). If a single use of Blizzard isn’t enough to pressure the enemy, follow up with some other ranged attacks or cast Blizzard with two characters simultaneously.
Fiend Intel 9: Scorched Earth
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Ice Materia (Blizzard Spell) to pressure Lavalisk. Defeat all enemies quickly. Use Cloud and holding to deal area attacks in Operator Mode, and using Blizzard Spells whenever an ATB bar has charged. Equip your other teammates with Ice Materia too and use it whenever they have an ATB bar charged. (Note: to climb up the wall to these enemies you must have unlocked the Chocobo from Side Quest: Stuck in a Rut).
Fiend Intel 10: Weather the Storm
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Wind Materia (Aero Spell) to pressure and quickly stagger the enemy. Play as Barret to hit the enemies easily. Spam Aero whenever an ATB charge is ready.
Corel Region
Fiend Intel 11: Hit the Squids
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Fire Materia (Fire Spell) to pressure Shankhalopod. (becomes accessible in Chapter 7)
Fiend Intel 12: Seahorsing Around
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Ice Materia (Blizzard Spell) to stagger Heliopora Terpsicolt. (becomes accessible in Chapter 7)
Fiend Intel 13: Top of the Pecking Order
Objectives: Stagger an enemy / Don’t get stunned / Defeat all enemies within the time limit
Use Fire Materia (Fire Spell) to quickly pressure and stagger the 3 flying enemies. Especially when they use the attack “Thunderpeck” keep 1 ATB ready and immediately use Fire Spell to interrupt their attack or else they will stun you. Play as Barret to easily hit these flying enemies. Going into this with a leveled First Strike Materia can also be helpful to start with more ATB and immediately use Fire Spells, when the enemies are hit with Fire they fall to the floor and can’t attack. (becomes accessible in Chapter 9)
Fiend Intel 14: Death from Below
Objectives: Stagger an enemy / Defeat the enemy without getting swallowed /Defeat the enemy within the time limit
This enemy is weak to ice, use Ice Materia (Blizzard Spell) to deal fast damage and stagger it. When it uses the “Swallow” attack you must dodge with . The easiest method is to activate Classic Combat Style in the game settings, don’t press any buttons and it will do it automatically for you (System > Options > Gameplay > Combat Style = Classic). This intel becomes available in Chapter 9.
Fiend Intel 15: Fish Out of Water
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
These enemies are buried in the sand. Attacking them when they jump out will pressure them, then will be just lay on the ground and can be attacked until staggered. An easy way is to use Cloud’s Spin attack by holding or using Barret to shoot the enemies. You can reach the location by approaching the mountain from the north, go up the path there, then walk past the containers in the middle of the path. (becomes accessible in Chapter 9)
Fiend Intel 16: Unholy Union
Objectives: Exploit an enemy’s weakness / Stagger an enemy / Defeat all enemies within the time limit.
All 3 objectives should be completely pretty much automatically in this fight. The enemy’s weakness is when they use their own attack “Aquatic Beam”, they will pressure themselves when using it. The enemies are weak to fire. Just spam Cloud’s Firebolt Blade ability throughout the fight. The location is quite well hidden, to reach it you must follow the path behind Activation Intel 6: Ravine Tower. Follow that path all the way to the end until you reach a hilltop, then you must use the grappling hook to go even further up, there you’ll find the Fiend Intel. (becomes accessible in Chapter 9)
Gongaga Region
Fiend Intel 17: A Croaking Chorus
Objectives: Stagger an enemy / Don’t turn into a frog / Defeat all enemies within the time limit.
Play as Barret and fight at distance. Cloud will draw the enemies’ attention. Whenever the frogs use “Toadfrog Tune” you will see a green glowing mist, immediately get away from this mist or else you’ll be turned into a frog. Your teammates will automatically dodge this, just focus on playing Barret (you can also use Classic Combat Style in game options and it will dodge automatically when not pressing buttons). To stagger the enemies, shoot them with Barret’s default attack by holding . If they die too quick you’ll have to attack with Tifa’s attack instead. Other than that just finish the fight quickly, which shouldn’t be a problem on easy difficulty.
Fiend Intel 18: Mean Green Mother
Objectives: Stagger an enemy / Defeat all enemies within the time limit / Defeat the enemies before they fully evolve
This is found along the path you take to reach the Reactor in the story. Play as Cloud, hold in Operator Mode to use his sweeping attacks that hit all enemies. To finish them off quick use the Braver ability.
Fiend Intel 19: Shake the Earth
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
To reach this, jump on the mushroom on the hill that’s leading up to Activation Intel 3, then another mushroom on the right. It will catapult you over to the fiend intel. Use Cloud’s “Braver” ability when an enemy is blocking, this will pressure it. Rinse and repeat to stagger the enemy. Using Tifa’s Divekick when it blocks also works well, and Tifa’s regular attacks are good at increasing Stagger.
Fiend Intel 20: Maddened by Mako
Objectives: Pressure an enemy / Stagger an enemy / Defeat the enemy within the time limit.
This is found in the ruins in the south-west of Gongaga, from Activation Intel 4 go north to reach this area. Use Cloud’s “Braver” ability when an enemy is blocking, this will pressure it. Rinse and repeat to stagger the enemy. Using Tifa’s Divekick when it blocks also works well, and Tifa’s regular attacks are good at increasing Stagger. Most abilities will work to stagger it. Just always use an ability whenever the opponent blocks to keep it pressured and quickly stagger it after.
Fiend Intel 21: A Two-Pronged Assault
Objectives: Interrupt an enemy while they are using Concentrate / Stagger an enemy / Defeat the enemy within the time limit.
To reach this you can either climb the ropes on the hillside directly west of the fiend intel, or jump the mushroom at the broken road slightly south-west. Increase the enemy’s stagger gauge and it will automatically use the “Concentrate” attack. When it uses this, shoot 2 Fire Spells one after the other to interrupt it.
Fiend Intel 22: Reactor Royalty
Objectives: Pressure an enemy / Stagger an enemy / Defeat the enemy within the time limit.
This is found inside a tunnel, the entrance is at the road slightly south-west of the fiend intel. Use Cloud’s “Braver” ability when the enemy uses “Ambush” to pressure it. Then keep spamming attacks and Braver to quickly stagger and kill the enemy.
Cosmo Canyon Region
Fiend Intel 23: Wizards of the Waste
Objectives: Stagger an enemy / Don’t get petrified / Defeat all enemies within the time limit.
Simply defeat all 3 enemies quickly. Use “Focused” abilities to stagger the enemies fast (such as Cloud’s Focused Thrust).
Fiend Intel 24: Fury Takes Flight
Objectives: Stagger an enemy / Unleash a limit attack / Defeat all enemies within the time limit.
Use Cloud’s Focused Thrust to stagger all 3 enemies fast, this should be enough to fully charge your limit break (the yellow bar in the bottom right corner). Then quickly use Cloud’s Limit Break (via Command Menu). Beating all enemies in the time limit shouldn’t be a problem on easy difficulty.
Fiend Intel 25: Guardian of Gold
Objectives: Exploit an enemy’s weakness / Stagger an enemy / Defeat the enemy within the time limit.
Use Lightning Materia (Thunder Spell) to exploit the enemy’s weakness. Use Cloud’s Focused Thrust to quickly stagger the enemy.
Fiend Intel 26: Too Hot to Handle
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit.
Use Ice Materia (Blizzard Spell) to pressure the enemy. The same will also increase the enemy’s stagger bar, follow up with normal attacks or Focused abilities (such as Cloud’s Focused Thrust) to quickly stagger the enemy.
Fiend Intel 27: The Shapeless Assassin
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
Use Ice Materia (Blizzard Spell) to pressure the enemy.
Fiend Intel 28: Forgotten Toys
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
You can reach this location by going north from Activation Intel 6 (be sure to unlock Activation Intel 6 first so you can fast travel there). The enemy becomes pressured when his energy runs out (loses energy when attacking and taking damage).
Nibel Region
Fiend Intel 29: Roaring Flames
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
Approach the location from the path to the east. Use Fire Materia (Fire Spell) to pressure the Pyretail. Note that the assess info on this enemy is wrong in-game, it says it’s pressured by dealing enough damage while it’s on fire, or dodging/blocking while it’s not on fire, but this never pressures it. Using a fire spell immediately pressures it.
Fiend Intel 30: Gluttonous Devourer
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
This requires the chocobo (unlocked from Side Quest: Esoteric Secrets of the Elders). Swim through the river slightly south-west of the intel location. Swim all the way to the end into a cave. Then use the chocobo’s water jet with to fly up the cave, you will land in front of the intel. Use Ice Materia (Blizzard Spell) to pressure the enemy.
Fiend Intel 31: Mako-Cursed Abomination
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
From Activation Intel 3 go south-east to find this in the corner of the same area. Use Ice Materia (Blizzard Spell) twice in quick succession to pressure the enemy.
Fiend Intel 32: Stone-Cold Spitter
Objectives: Pressure an enemy / Stagger an enemy / Defeat all enemies within the time limit
This requires the chocobo (unlocked from Side Quest: Esoteric Secrets of the Elders). The intel is found on top of the south-west island in the region. Use the chocobo’s water jet ( ) to get to the west side of the island. There’s a cave you can swim into. Halfway into the cave, use the chocobo’s water jets to fly up to the Fiend Intel. To pressure this enemy, you have to destroy its jaw when it uses the “Petrifying Mist” attack. This is usually the third special attack the enemy uses (Toxic Shot > Gnash > Petryfing Mist). When you see the red text “Petrifying Mist” above the enemy’s head, be very quick to launch a Blizzara Spell (Ice Materia), from the Command Menu when targeting the spell select the “Jaw” as the target. The enemy is weak to ice, so a strong Ice Spell is enough on easy difficulty to break the jaw. If not, quickly follow up with other attacks, or have multiple characters all use an Ice Spell simultaneously. If the jaw is destroyed before it completes the Petrifying Mist it will pressure the enemy, then just follow up with other attacks to stagger it.
Meridian Ocean Region
No Fiend Intel in this region.

Am tracking back a bit after getting to Chapter 9 and going to the grasslands. For Fiend Intel 2: Bearer of Grudges they die before I can get them staggered. Are they are tips/tricks if you are way overleveled?

In this case it would be best to try it on Hard difficulty via Chapter Select (unlocked after story).
