Dying Light 2 contains a lot of Side Quests (Side Missions). They are marked by exclamation points “(!)” on the map. This page has guides and locations for all Side Quests in the game with their unlock requirements and rewards. Most Side Quests can still be done after the story in free-roam. However, a few of them become inaccessible when advancing the story too far, but can still be done in Co-Op by joining someone else’s game. It is generally best to do all side quests immediately when they appear to avoid missing any. Particularly the side quests that start automatically during the Story will disappear after a few Main Quests.
Some require certain story progress first, or having done other Side Quests if they are part of a questline. The unlock requirements are pointed out on their individual quest pages.

If i understand well, i need give all facility to Surviros to complete all side quests?

It doesn’t matter if you side with Survivors or Peacekeepers.
Each faction has some unique quests tied to them. So you can’t do all your quests in your own game no matter what. The only way is to join someone through Co-Op who sided with the other faction and do the faction-exclusive quests in their game.

I was able to get the quest The Scarecrow Queen after giving Houndfield Electrical Station to the PKs rather than Survivors as your guide says so it must be a neutral quest not limited to survivors.

Is every side quest available from the beginning of the game? Or do you have to do some main quest to see unlock some side quest?

Almost none of them are available from the beginning.
They either require some story progression or assigning the facility in the district to a faction and activating the windmills in the district. Some quests require having done other side quests first.
The requirements are listed on each quest page.

I think i finally figured how the “To Kill or Not to Kill” and “Rats in the House” missions works. At least i finally did both on my second game for the collectibles.
So, on this second run i arrived to the second city and ONLY FOCUSED on the main missions “A Place To Call Home”, “Orders” and “Observatory”. Nothing more.
When you get about half way on “Observatory” you will get a call for the Secondary mission “Renegades” AND THIS MISSION IN MISSABLE. Just go to some places, kill enemies and free some NPC.
After that i completed the main mission “Observatory” and “Welcome on Board” started.
Then i get inside the ship of main mission “Welcome on Board” quest to talk whit Carrier 2 for the Carriers quest AND THEN “Rats in the House” mission was available on the “fish bar”. Just talk to the bartender to start it, GET INTO THE METRO STATION AND ACTIVE IT, talk to the bartender and finish quest.
Then i did a fast travel to Baazar and the ! icon of “To Kill or Not to Kill” was in the bar.
I think the most important steps are:
1- DO NOT active Metro under “fish bar” when you first arrive.
2- Focus ONLY on main mission till you get to “Observatory”, and COMPLETE the Renegade mission when it appear when you are going to the Observatory.
3- Complete “Observatory” and when “Welcome on Board” check if you have the “Rats in the House quest” and COMPLETE IT.
4- Fast travel to Baazar, fast travel to “fish bar” and “To Kill or Not to Kill” will be available

I was using this to get all the side missions done, when I came along a quest called Afterparty, I think you unlock this once Lawan becomes a nightrunner. Aka right after the main quest Nightrunner.

It Seems there are more side Quests than this? One I came across so far is “Something Big Has Been Here – Part I”, “Something Big Has Been Here – Part II”, and “Something Big Has Been Here – Part III”. This one might continue passed this but I’m unsure.
