The Paraglider in Dying Light 2 is unlocked automatically from story progress in the 11th Main Story Quest “A Place To Call Home”. During this quest you will reach the Downtown district and are given a tutorial on how to use the paraglider. There’s no way to get it before then and it doesn’t need to be located in the world anywhere, it is given to you automatically from story progression.
The Paraglider allows you to fly in the air by pressing Square (PlayStation) / X (Xbox) and pulling back the left stick.
It also allows you to fall from great heights without taking any fall damage. Flying through air vents will give you a boost to stay in the air for longer. You can stand in an air vent on the ground and hold Square (PlayStation) / X (Xbox) to open the glider and be boosted up, which is useful for reaching rooftops instantly.

I’m looking for something that tells me what the “gold downward pointing” arrow is in the top right corner of my screen means.
