Starting Location: Broadcast
Wait for Matt’s summons
After completing the prior quest, you will be told to wait for Jack Matt to call and summon you to start this quest. This will occur almost immediately though as soon as you leave the PK Floating Fortress.
Meet with Jack and Juan at the Fish Eye
Head over to the Fish Eye and speak with the PK standing by the stairs to go up and speak with Jack and Juan about the plan.
Talk to Lawan
After the conversation occurs they all leave, then you need to head outside and speak to Lawan on the upper area of the Fish Eye.
She suggests going and talking to Frank first before heading to the tower. This is entirely optional, and whether or not you go talk to him doesn’t change anything.
Ask Frank about the VNC Tower (Optional)
Frank is in his room sitting on the ground. You can go interact with him and press him for whatever amount of information you want.
There is also a tape on the dresser that you can grab (you can grab this later on if you don’t come in here now, this is just the first opportunity you have to grab it during the story because you can walk around in Frank’s room).
Tape – Frank Marwey’s Journal #1
Talk to Rowe at the VNC Tower
You can now head to VNC Tower to meet up with Rowe.
Find out what is going on at the electrical substation
Note that the following objectives related to the substation only occur if you hadn’t assigned the substation prior to starting this story quest. Once this story quest starts you won’t actually be able to assign the substation until you are prompted to go there now, even if you try to do so before going to the Fish Eye.
Rowe says that there is something going on with the substation and asks you to go over and see what’s up before coming to the tower.
Eliminate the Renegades
In the yard outside the area there will be a bunch of Renegades, deal with them all.
Get the substation running
You now need to go inside and get the substation running again. If you’ve not done any of the other substations this will be your first time seeing the panels with multiple possible sockets they can power, which is normally used to open up more doors in the substation.
For this first panel you need to use it to open the first door, then switch it to the next panel and open the second door (the doors stay open when you remove their power after opening them).
Head inside and go up to the second floor. Go to the northwest corner where there is a hole in the floor with a yellow pipe leading into it that you can drop down one level.
Here you can find panel 1C. Open the nearby locked door, then grab the cable and go across the room to where you can find the receiving panel C.
You can then go outside on the same floor and open door C.
In this room you can open the container on the floor to find a memento.
Memento – Safe Code
Then use the code from the memento (314) to open the safe, allowing you to pick up an inhibitor.
Grab the nearby cable from panel 2, then drop down into the basement area where you can find the receiving panel 2.
Once you plug that panel in it will electrify the water on the floor, so to get back you want to turn to the right and enter the air vent on the wall, which you can reach by jumping across the items sitting in the water.
In the vent don’t take the second left, continue all the way to the end and you will drop into a room with some loot. You can then leave the room, turn to the right, and jump from the items on the floor to some pipes on the wall, allowing you to get back to the stairs.
You can then jump back upstairs and pull the cable from panel C, then take it to the center of the main room and plug it into panel 1 to finish powering the panels.
Take the elevator upstairs to the control room, where you can grab a tape sitting on the control panel.
Tape – Villedor Newscast #1
You can then interact with the control panel.
Eliminate the Renegades
A few Renegades will enter the room before you can interact with the panel. Deal with them first, then you can assign the substation (who you assign this to doesn’t have any story implications).
Talk to Rowe at the VNC Tower
Now you can finally head to VNC Tower.
Head around to the front of the building. Before going inside there is an inhibitor crate you can grab from inside a green GRE container building.
Now head into the building where you can speak with Rowe in a room on the first floor.
Enter the elevator
Speak with the PK in front of the elevator to be let in.
Go to the other tower
You now need to get to the other tower to get the power running again. Climb up the elevator shaft, then follow the objective through the rooms. You will enter a TV studio room that will be full of infected and Volatiles. If you are higher level you could try killing them all, but if you’re not then it wouldn’t be recommended.
You are likely meant to sneak around the outside of the room to avoid the enemies, but you can much more quickly just run across the railing to reach the marked exit.
Go to the power distribution room
In the next room, there are a number of infected hanging around on the lower floor. You can either kill them all and go through the marked door, or if you want to avoid them you can climb into the vent on the right behind the counter.
Speak with the PK sitting by the door. He’ll ask you about giving a letter to his wife back at the Fortess.
If you say “Sure thing, Leon” he’ll give you the letter, and the side quest Last Will will start.
If you say “C’mon, give it to her yourself” then you won’t get this side quest. Whether or not you choose to do it doesn’t really matter, because you can still go talk to her later which leads into the Wall of Valor set of quests.
Restore the power
Head through the door into the next room. In here you’ll find a now turned Chris, who you need to kill.
MAKE SURE TO SEARCH HIS BODY. Searching his body gives you a HIGHLY MISSABLE memento. If you do not search him and then continue this quest there is no way to get this memento unless you replay this quest in co-op.
Memento – Chris’s Dog Tag
You can then interact with the panel to try to restore power.
Check the fuses
You now need to check the marked panels in the other room. While this is occurring infected will continually enter the room and attack you. You need to deal with them as they appear, then interact with the fuses in between until they are all flipped.
Switch the power on
Head back out into the other room and interact with the switch again to restore power.
Kill the remaining Infected and contact Rowe
Clean up any remaining infected, then Aiden will automatically contact Rowe.
Return for Leon
Grab the cable from panel A, then head out back to the room Leon was in.
Pull the cable through the basement
You then need to take the cable and drop down the middle of the stairwell to the lowest floor, where you can plug it into panel A to open the door.
In the next room is the cable for panel B, but don’t grab it for now.
Swim through the underwater area, and you will see there is a locked yellow door. You need to swim around to the other side and open it.
You can then go back and grab the cable, then pull it through the now open door to the far end.
Meet Rowe at the camp on the 8th floor
Go into the elevator and take it up to the 8th floor where you can talk with Rowe.
He gives you the GRE Detector, which you can use later to find inhibitors on the map.
Wait with the squad until Matt arrives
Go outside and interact with the squad to wait until the next day. Whatever choices you select in this conversation don’t matter, so respond however youw ant.
Talk to Matt
After a sleep, you can head out of the room and speak with Matt near the elevator.
Check for Survivors
After a bunch of scenes, you will be on a new floor, and new to check around the area for the PKs. Use your Survivor Sense to scan the area and it will highlight the locations to search. Each of the bodies you search will give their Dog Tag as a memento (you have to search these all before continuing, so you can’t miss these like you can Chris’s).
Kill the Infected
A large number of infected will now start appearing in the room, including the exploding ones. Your best bet for dealing with them is hitting them with a throwing knife before they get near you.
After the first wave of infected, you will need to search the rest of the bodies to continue (there are 3 total).
Find Rowe and get the transmitter
Now you need to find Rowe. You can spot a set of footprints leading around the side of the room using Survivor Sense.
Pull the board blocking the door to enter a room and find Rowe.
Find a way out
Rowe gives the transmitter and you now need to find a way out of the room. After talking with Lawan a bit, you need to go try the marked door.
Survive until Lawan finds Frank
Lawan leaves to find Frank, and another wave of infected will start streaming into the room. You’ll need to keep dealing with them until Aiden hulks out again, allowing you to smack the rest of the infected before passing out.
After waking up make sure to search around the room for the items dropped by all the infected (the game despawns all the bodies so there will just be the packs to go around and quickly pick up).
Find the Nightrunner equipment
Frank will now tell you about some Nightrunner equipment that got left in the building. To reach it, first jump up to the floor above the elevator where you came in, then pull open the elevator door to enter the shaft.
Check the wall in the shaft to obtain the Grappling Hook.
Use the grappling hook to get out of the room
You can have the grappling hook, which you can assign to a usable slot which you then can use with . Alternatively, if you go into the options menu to the controls section you can enable “Expert Grappling Hook Controls”, which then allows you to use the Grappling Hook without it using one of your consumable slots by just press the shoulder buttons at the same time ( + ).
Now you need to swing across the room to reach the exit. You can swing from the points the grapple icon snaps to, which for most of this quest is specific points that area yellow, such as the round lights on the ceiling.
Reach the top of the VNC tower
Now your main objective is to use the grappling hook to reach the top of the Tower where the antenna is.
Get to the roof
Follow the objective marker, using the grapple to swing across the areas.
After the set of stairs, you will enter a hallway, where infected will appear out of doors to attack you. Watch how close they get, because there is exploding infected in each of the groups.
Swing across to the next building, then climb up the side of the building to the right.
Back inside the building, climb into the nearby elevator to continue upwards.
At the top of the stairs you can find a GRE crate with some inhibitors.
Find a way back to the main building
Outside again, you need to get across to the main building again. Climb up to where the bottom of the crane is, and interact with the generator at the bottom to turn the crane, allowing you to grapple across to the main building.
In the red-colored area, climb up the panel on the side and then swing across the area, repeatedly going upwards until the point where you climb up a ledge to enter the building again.
In this area, there will be a bunch of infected on the lower floor, including a demolished. You will want to clear the infected out, because there is a room on the lower floor with a memento in it.
A fun way to do this is to go into the nearby room on the upper floor where there are a bunch of propane tanks you can toss at the infected below.
Once all the infected on the ground floor are dealt with, drop down then go to the far end of the room where there is the door with the windows to the left. Go near it to alert the exploding infected inside so it explodes before you try to enter.
Pick the lock, then go inside where you can find the newspaper memento sitting on a desk.
Memento – Newspaper Article – June 9th, 2022
Now continue up and out of the room, and you will be outside of the building again for the final part of the climb.
You will go in and out of the building a couple of times, then eventually will be walking around on narrow platforms on the outer wall of the building. You will need to grapple to lights on the wall at points.
When you reach the large sign, you will need to swing between the grapple points on the supports.
You’ll then reach a large sloped area covered in solar panels. You can climb up the points on the slope that have rungs, then will need to slide along the points covered in yellow paints or by grappling to the yellow arms.
Turn on the transmitter and mount the device
You’re finally at the top of the tower and need to climb the antenna to enable it. Before doing that though you should walk across to the other part of the rooftop.
You can activate the generator to enable the nearby safe zone, then use the GRE key to access the green container building. Inside there are a number of chests, along with a tape sitting on the table nearby.
Tape – Council of Mankind Session #2
Now you want to walk out onto the light off the side of the roof and look down. You can see an open window on the floor below, which you want to drop down into.
Inside this room, you can find a GRE crate containing inhibitors on the left.
You can then pick up a memento off the desk.
Memento – Safe Code
You can use the safe code (666) to open the nearby safe code if you want, but it won’t have anything in it.
You can then use your paraglider to jump out of the window and float back over to the antenna. Climb up the ladders, then you will need to jump to the sections hanging off the side to climb up to the top level.
Interact with the panel and you will now have one of the most major story decisions in the game.
If you choose to “Give control over the transmitter to FRANK”, this will lock you into the Survivor missions for the rest of the game, meaning you will end up playing the quests “Nightrunners” and “The Breakthrough”. This is always an available option regardless of what you’ve done prior.
If you choose not to help Juan in “Welcome on Board”, then you will have the other option “Give control over the transmitter to JACK MATT”, this will lock you into the Peacekeeper missions for the rest of the game, meaning you will end up playing the quests “Empire” and “Assassination”.
If you did choose to help Juan in “Welcome on Board”, then you will have the other option “Give control over the transmitter to JUAN”, this will lock you into the Juan missions for the rest of the game, meaning you will end up playing the quests “Spy Game” and “The Colonel”.
You will then be shown a scene with the current ramifications of your choice. Lawan then appears as she came to make sure you didn’t die. You will automatically follow her off the rooftop, and this quest will be complete.
This finishes Broadcast story quest in Dying Light 2 Stay Human.

Hi. I think there is a third option in “Broadcast”.
Nightrunners / Empire (already added) …. and maybe “Spy Game”?
Ben Rosa says
Hi.i like the first dying light because I enjoy playing it without swinging, grabbing, walking walls, etc.it’s too much like Prince of Persia.why fighting zombies comes down to swinging like Spiderman with one exception.he is weak with building up his stamina
