The Caged Magistrate is a main quest in Dragon’s Dogma 2. This walkthrough will guide you through all objectives of The Caged Magistrate main mission.
- Starting Location: Vernworth > The Stardrop Inn (only at Night)
- Quest Giver: Captain Brant
- Requirement: Finished Main Quest: Seat of the Sovran, arrived in Vernworth
- Reward: 7000 G, Ferrystone
- Quest Description: The Magistrate is being held in the dungeons. Make use of the key your received from Captain Brant to pay him a visit. It seems the magistrate is only prepared to leave his cell if you can find him a place of refuge fit to quench his thirst for knowledge.
Objectives:
- Meet with Magistrate Waldhar
- Find a place with plenty of tomes
- Tell Waldhar of the Archive in the Vaults
- Lead Waldhar out of the Dungeon
- Report back to Captain Brant
Starting Location: The Caged Magistrate
To start this quest, go to “The Stardrop Inn” in Vernworth, talk to the barkeeper and choose to pass the time until it’s night. Then talk to Captain Brant who is standing at the bar, he will walk outside to the balcony. Follow him and talk to him again to accept a series of main quests. He will give you the Gaol key.
Meet with Magistrate Waldhar
Head to the slums, in the east of town. From the slums follow the path up the cliffs and make a right turn to find the jail entrance. Use the gaol key to open the door, and go upstairs.
Your pawns will automatically stay behind, they can’t enter this area. Don’t worry about the guards in the jail, Captain Brant has given them instructions to ignore you. You can walk past them and they won’t do anything to you. Interact with the last jail cell on the left to find the Magistrate. Talk to him and exhaust all dialogues. To advance you must pick the last dialogue “Urge him to escape”.
The Magistrate tells you he isn’t interested in escaping unless you can find him a place with plenty tomes.
Find a place with plenty of tomes
Finding a place with plenty tomes is the most confusing objective in the game so far. No pawns will have the quest guide feature for this so you won’t be given a waypoint.
What you have to do is head to the slums and talk to Kendrick, the guy standing in front of The Gracious Hand building. He’s asking for donations, give him both things he asks for: Food + 1000 Gold.
He will then give you a quest called “The Heel of History”. You have to complete this quest, it will lead you to the “Place with plenty of tomes”. To advance the quest you must talk to all 3 children in the search area.
Child #1 – Found outside, opposite “The Gracious Hand” building. He’s kneeling on the side of the path looking at some rubble.
Child #2 – Found outside, follow the path slightly east of “The Gracious Hand” building. There you’ll see the kid on the lookout platform facing the ocean.
Child #3 – Inside “The Gracious Hand” building, in the lobby where you enter, talk to the girl. If she’s not there wait for her to walk in. If you already talked to the other 2 kids she should be there.
Now report back to Kendrick, he will walk up and down the outside area. Then follow him to the destroyed tower, he will clear the rubble and you can now head inside. It leads to an underground dungeon, follow the path all the way to the end to find the missing kid. The kid then leads you to the “place with plenty of tomes”. It’s at the very end of the dungeon, an underground library.
Tell Waldhar of the Archive in the Vaults
Now that you found the underground library you can head back to the Magistrate in his cell, in the same place where you found him earlier. Tell him you find the place with tomes and he will be ready to leave the cell.
Lead Waldhar out of the Dungeon
Walk back outside the jail and wait for the Magistrate to catch up. After he joins you outside you will get a brief cutscene and this quest is effectively done.
Report back to Captain Brant
All that remains is to report back to the quest giver, Captain Brant. He’s in the same spot where you met him at the start of the quest, in the Stardrop Inn. Remember he’s only there at night, so talk to the barkeeper again to advance time if needed.
This finishes The Caged Magistrate main quest in Dragon’s Dogma 2.

So I have completed Heel of History quest but the Magistrate isn’t in his cell when I go back to tell him what i found

If anyone is having issues with the guards still attacking you in the jail. Wear the Marcher’s Armor and unequip your weapons, that seems to have helped me.
