In Destiny 2 Bright Engrams are obtained after hitting level 20 and filling the XP bar again. They can be decrypted for customization items (armor skins, weapon ornaments, ghost shells, emotes, sparrows, ships, shaders, mods).
Update: Bright Engrams have been discontinued. They were available only in Season 1 from September 05, 2017 – December 05, 2017. They were replaced with Illuminated Engrams, however, could reappear during a later season.
How to Get Bright Engrams
After reaching level 20 (the maximum) your XP bar will turn orange. Whenever you get enough XP equivalent to a level-up, a Bright Engram will be placed in your inventory. You don’t actually gain levels but you still gain XP from enemies and activities. Instead of getting nothing out of it, the game gives you the Bright Engrams for your troubles. You get one each time your XP bar fills up! This works infinitely, just fill up the XP bar again and again and your are given the Bright Engram every time. It will be placed straight in your inventory. The engram has a white color.
How to Use Bright Engram
You can decrypt it in at the tower (social space), with the NPC called Tess Everis. If you haven’t beaten the story yet, she’ll be at the Farm.
She is very likely to give you exotic drops from this. They are just customization things, of course.
