Cyberpunk 2077: Phantom Liberty has 15 Relic Points. 6 come automatically from story progress and 9 come from Restricted Data Terminal Collectibles. Relic Points are needed to unlock all Perks in the Relic Perk tree for the “Relic Ruler” & achievement.
These collectibles are exclusive to the Phantom Liberty expansion. They are all found in the DLC-exclusive “Dogtown” district. The 6 Relic Points from the story are all unlocked by the time you finish Main Job 8: Birds with Broken Wings. The Restricted Data Terminals give 1 Relic Point each. They are machines that look similar to Fast Travel Dataterms, they get marked on the map by a white Relic icon when nearby . Once they are on the map you can click their icon to be shown the exact path. None of them are missable, you can still find all of them after the story in free-roam.
6 Relic Points from Story
Main Job 1: Dog Eat Dog (3 Relic Points)
You automatically get 3 Relic Points during objective “Talk to Songbird” when you first meet her at the entrance to Dogtown. Can’t miss it. Dialogue choices don’t matter.
Main Job 8: Birds with Broken Wings (3 Relic Points)
You automatically get 3 Relic Points during objective “Talk to Songbird” when she calls you over the phone. Can’t miss it. Dialogue choices don’t matter.
9 Restricted Data Terminals
Restricted Data Terminal #1
In the east of Dogtown, in an old warehouse, upstairs. There are lots of enemies in this area, it’s marked as an “Increased Criminal Activity” when going near it.
Restricted Data Terminal #2
Next to a road under a bridge, easy to see when driving along the road.
Restricted Data Terminal #3
In the south-east corner of Dogtown in the amusement park area, in the big spaceship exhibition hall on the right. You will find it upstairs on the left side of the building. There are lots of enemies in this area, it’s marked as an “Increased Criminal Activity” when going near it.
Restricted Data Terminal #4
On a parking deck, one floor above street level. Can take the stairs from the street to go up there.
Restricted Data Terminal #5
Next to the “Kress Street” fast travel dataterm in the south-west of Dogtown.
Restricted Data Terminal #6
From the “Kress Street” dataterm head slightly south to find an “Increased Criminal Activity” icon (will get marked on map by green icon). Enter this enemy base, go through the tunnel until you reach a room with lots of enemies. On the left inside a locked room is the data terminal. You can either force open the door if you have a high-enough body attribute, or you can open the floor crate downstairs from the locked room, then drop down the crate and follow the vent until you reach a ladder that leads into the locked room (see video at 4:38).
Restricted Data Terminal #7
Found up on a building. Just next to the terminal marker, on the side of the building, you can find a ramp, a small roof, and a greenish crane. Jump from the ramp to the roof and to the crane. From there you can jump to the top where the restricted data terminal is.
Restricted Data Terminal #8
In the very back corner of the stadium. Go past all the merchant shops and keep going straight until you hit the very end of the stadium and can go no further. Then turn right to find a small set of stairs and a scaffold. You can crouch under the scaffold to find the data terminal behind it. Note that when tracking the icon on the map it sometimes shows a wrong path and tries to point you in the direction of a closed door that’s missing power, which is a navigation bug and not the correct path to take. You don’t need to go through the door that requires power, just keep heading straight to the end of the stadium (the image below shows the correct pathing marked on map). You can enter the stadium on foot by going to the north of Dogtown and up the stairs, or fast travel to the dataterm “EBM Petrochem Stadium”.
Restricted Data Terminal #9
On a building, one level above street level. You can take the stairs on the side of the building to get up there. The map icon only appears when being very close to the location.
That’s all of the Restricted Data Terminals! After the last one, remember to buy all perks in the Relic Skill Tree to earn the “Relic Ruler” trophy / achievement (Menu > Character > Relic icon at bottom).
