This guide shows how to unlock the Pack a Punch Machine (PaP) in Blood of the Dead of Call of Duty Black Ops 4 Zombies. The Pack-a-Punch machine lets you upgrade your weapons for more damage. To unlock it, you must build the Zombie Shield, get the Warden’s key, power up the key, go to the roof area, and use a shield blast on the roof’s voltmeter.
All of these areas are accessible from the beginning. You don’t need to activate anything else, just buy the doors leading to the areas.

Text Guide
Step 1: Build the Zombie Shield. We made a walkthrough especially for that, refer to Blood of the Dead: How to Build the Zombie Shield.
Step 2: Fully Turn on the Power (2 Power Switches total). We made a walkthrough especially for that, refer to Blood of the Dead: How to Turn on the Power.
Step 3: Kill the Warden / Get the Warden’s Key. After turning on the power in Building 64, the Warden will spawn (a heavy enemy with lots of health). Kill him and pick up his blue key.
Step 4: With the Zombie Shield and Warden Key equipped, go to the roof area (it shows the area name in top left corner of the screen). Refer to the video from 4:37 onwards for the exact path. You need to backtrack to the prison and reach the roof through the Infirmary.
Step 5: Get out your shield (

) and suck up zombie souls with the Warden’s Key ( 
/ 
). Kill 3 zombies with the key to power up the shield.
Step 6: Now that the shield is powered up, use the Shield’s Blast attack on the Voltmeter that’s on the roof. This powers up the Voltmeter and unlocks the Pack-a-Punch machine on the roof.
All done! This unlocks the Pack a Punch for you on Blood of the Dead. Punching a weapon for the first time costs 5000 points. Re-packing it costs 2500 and adds a random elemental effect (but no ammo). For wall-weapons you can buy ammo off the walls. Enjoy your upgraded weapons!
Where to find Blood of the Dead Pack-a-Punch when it disappears
If the pack-a-punch disappears you can find it in 1 of 3 possible spots: On the roof, by the dock power switch, and by the spawn power switch.

This doesn’t address what happens to PAP when it disappears!!! After about 2-3 or dog rounds the pap disappears. Can’t locate it on the map at any location either..

Same problem here, I read that it does teleport and has been found after, they did not specify exact locations :/ Maybe at the warden’s house?

Do I have to unlock the PaP machine every round, or once I do it once it will be around every game?

You have to unlock it again in every new match (which is also true for all maps across all COD Zombie game modes ever). Everything always resets when starting a new zombie match.
