The answer is: No, Cyberpunk 2077 does not contain a card game. There are no card mini-games or card trading games in Cyberpunk 2077. There are also no board games or other minigames.
The closest thing to cards you will find are Tarot Cards, but they are just a quest-related collectible and nothing you use as playing cards. Most of your gameplay will be spent solving Crimes (so called NCPD Scanner Events) as well as Main- and Side Quests.
