Yes, there is Chapter Select and yes there is New Game Plus in Final Fantasy VII Remake.
To unlock Chapter Select and New Game Plus: All you need to do is finish the story on any difficulty (Classic, Easy, or Normal). It doesn’t matter on what difficulty you finish the story.
You can use Chapter Select to replay any part of the game, to find collectibles or quests you have missed on the first playthrough. Because of this nothing is missable.
Chapter Select also acts as your way of New Game Plus. You get to keep absolutely everything you have unlocked, including all of your Materia (Spells), Money, Character Level, Weapons, Armor, Accessories and other items. You can also use Chapter Select to change a choice in an earlier chapter and see how it impacts a later Chapter, without needing to replay the chapters in between. For example, you could replay Chapter 3, then skip straight ahead to Chapter 9 (ignoring Chapters 4-8) and your choice will have carried over.
Furthermore, you also unlock Hard Mode after beating the game for the first time on any difficulty.

I finished the game and am doing chapter select to clean up a few trophies. I have collected all discs, leveled up all green materia for Chadley but yet it doesnt count when I go into battle Intel and Inventory. No disc jockey trophy either, what gives?

I can’t say for sure. Sometimes games run checks for this sort of thing depending on the circumstance. Try starting/completing the quest, The Power of Music in I think chapter 14. Assuming you have every disk, it may pop after that.
