Toluca Prison is the 10th area in Silent Hill 2 Remake. This 100% walkthrough will guide you to all collectibles in chronological order. Everything that’s needed for trophies, achievements and 100% completion is included: Memos, Strange Photos, Glimpses from the Past, Key Items, Puzzle Solutions, Trophies & Achievements.
All Collectibles must be found in a single playthrough. Everything is missable! After leaving an area you can’t go back. There’s no Chapter Select and no Free-Roam after the story. Collectibles don’t carry over into New Game Plus either. The game has 10 manual save slots, make use of this by saving in different slots regularly. If you missed anything you can reload a previous save to replay from there.
The Memos and Strange Photos you found can be viewed in the Inventory Menu by pressing the Touchpad. Glimpses from the Past can’t be tracked anywhere. This guide is intended for the “Light” or “Standard” Puzzle Difficulty, the solutions for both difficulties will be mentioned. Combat difficulty does not matter, all Trophies can be done on “Light” difficulty.

Glimpse of the Past #18
As soon as you drop into the canteen of the prison, head to the right to spot this on a dining table.

Directly ahead of the Canteen is the Armory. The map is on the wall inside.
Memo #49 (Toluca Prison): Gun Cabinet Notice
Inside the Armory, next to the gun cabinet.
Key Item: The Heaviest Weight
On the altar in the Chapel.
Glimpse of the Past #19
Inside Cell A3, examine the shrine on the wall.
Scale Puzzle
Head outside to the Yard to find the scales in the center. Place the heaviest weight on the right scale and the lightest weight on the left scale to unlock the Serpent Door.
Memo #50 (Toluca Prison): Family Photo
Go through the Serpent Door in Cell Block A to reach Death Row. This memo can be found on the bed of Cell E4.
Key Item: Medium Weight
In the Witness Room, there is a generator panel next to the Death Chamber. Flick the switches so all of them are turned on, then flip the lever to cause a power failure and unlock all the cells. Head inside the Death Chamber to find the weight on the chair.
Strange Photo #18: “Four months to go”
With the cells open, enter Cell E1 and break the wall to access the other side. Then enter Cell E13 to find this on a shelf.
Key Item: Armory Key
Inside the Witness Checkpoint office, which can be accessed via the broken wall in Cell E10. Sitting in a key cabinet.
Equipment: Hunting Rifle
Back in the Armory, use the key to get the rifle.
Scale Puzzle
Return to the scales and place the heaviest and lightest weights on the left scale, and the medium weight on the right scale. This will unlock the Ox Door.
Memo #51 (Toluca Prison): Guard’s Letter
Go through the Ox Door in Block A to reach the second floor. Straight ahead will be this letter posted next to a locked door.
Key Item: Block D Key
In the Guardroom at the end of Block C, open the drawer of the desk to get this key.
Memo #52 (Toluca Prison): Threatening Note
In Cell D5 of Block D, stuck to the blood-covered wall.
Key Item: Shiv Key
In the orange container in the same cell.
Memo #53 (Toluca Prison): Paranoid Note
Unlock Cell C4 with the Shiv Key, then crawl through the hole to find this note on some pipes.
Memo #54 (Toluca Prison): Crumpled Note
On a bench in the Changing Room.
Glimpse of the Past #20
In the Showers, turn right and go along the wall. There will be a broken section halfway along with a tablet on a cloth, examine it.
Key Item: Heavy Weight
In the back of the Showers, search the hole in the wall three times to find it.
Scale Puzzle
Return to the scales and place the lightest weight on the left scale, and all other weights on the right scale. This will unlock the Boar Door.
Strange Photo #19: “Old man’s always prepared”
Go through the Boar Door In Block B to enter the Administrative Section. Head into the Warehouse from the rear door. Sitting on the desk will be this photo.

Taped to the glass of cubicle 7 in the Visitation Room.
Glimpse of the Past #21
Southwest of the Break Room, examine the object on the ground.
Key Item: Upper Floor Key
In the room behind the Infirmary, sitting on a desk.
Memo #56 (Toluca Prison): Unfinished Report
On another desk in the same room.
Key Item: Light Weight
In the Warden’s Office on the third floor, interact with the typewriter and press any button four times. The drawer will open to reveal the weight. To get here, use the Upper Floor Key on the staircase in the south of the first floor.
Scale Puzzle
Return to the scales and place the medium weight on the right scale, and all other weights on the left scale. This will unlock the Dove Door.
Memo #57 (Toluca Prison): Confession
Head downstairs through the Dove Door into the Basement. Progress through until you’re able to press a button to unlock Cell F6. Enter the cell to find it on the wall.
Key Item: The Lightest Weight
On the floor in the same cell.
Warning: Point of No Return
Once you get the execution lever you will be locked out of the rest of the Prison, so make sure you have everything first.
Key Item: Execution Lever
Return to the scales and place three weights on each scale to balance them and receive the lever.
Hangman Puzzle
You will have to connect the first part of the poem with the second one. The poems are NOT always the same, so there is not a one for all solution. They are, however, not hard to connect if you read through them. Some examples:
- For your grace…. -> I watched them burn
- The wealth of others I did take -> What were those reasons…
- I took the child …. -> My only daughter, joy of days…
- Once the sun…. -> So, my guilt is plain to see
- Mommy dearest…. -> You were, oh, so kind to me
- I waited long, I bid my time -> In truth, he was less man than beast
Once all are connected you will have to pull the noose from the crime, that was not done with a malicious intent. In the case above it was number 4 since the person stole medicine not for pleasure but to help with their pain. If you pull the wrong noose, you will fall into a dungeon with some enemies and have to climb out to try again.
