I think I found a slight issue. The Ubisoft Connect challenge Ingenious (Acquire all of Juan’s Resolver Weapons) is stuck at 10/11 even though I have all 11. It must be the Discos Locos preorder gun because you can’t buy it at Juan’s store and i’m assuming the purchase is what triggers the Ubisoft challenge to progress. Ugh.

Currently have the same problem. Hopefully Ubisoft patches this soon.

Hello! Recently I’ve started a new save file, because of a weekly challenge, and I had to start the game over in that. I was doing the story missions, and then, when Juan gave me the first flamethrower, it completed the achivement. So if you really need it, and don’t want to wait for Ubisoft to fix it, I suggest you should try it.
