This walkthrough shows how to do Silent Assassin, Suit Only Challenge in Hitman 3 Chongqing (China). This takes place in mission “End Of An Era”. We will also combine it with the Sniper Assassin Challenge in this guide.
To get Silent Assassin, Suit Only you can’t kill anyone except your targets, have no bodies found, don’t be detected, and do it all in your suit without putting on disguises. It’s the hardest challenge in each level. In the Game Options under Gameplay, HUD turn on “Silent Assassin HUD”. This shows two green pistols in the bottom left of the screen to confirm you haven’t broken stealth (if it turns red you failed and must reload the previous save). For “Sniper Assassin” you must kill your targets with a Sniper Rifle which can be combined nicely in this mission!

Walkthrough
Summary: Simply put, all you do here is play through the storyline All-Seeing Eyes. This brings you to a sniping point and both targets will meet up in plain sight. Wait until Royce walks behind Hush and kill both with 1 bullet. Then exfiltrate (pick “River-Side Walkway” starting point so it lets you skip hacking the core).
Step 1: Start at River-Side Walkway. For some reason this turns the main objective to hack the core “optional”. So you can exfiltrate right away after eliminating your targets without ever stepping foot in the ICA facility. With the default starting location (Train Station) it would force you to hack the core to finish the mission (which we don’t want because it would complicate everything).
Step 2: Go to the Laundromat (Floor 01) > Enter code 0118 on the door keypad > Go upstairs to the balcony (sneak past the guards in stairwell, don’t harm them) > choke out the only guard on the rooftop and grab his sniper rifle. Store his body in the box here.
Step 3: Reach the top of the roof and scan the broken drone with your camera.
Step 4: Use the Sniper Rifle to shoot the 5 drones flying in the distance. Press 
to zoom in with the sniper scope. The drones fly left and right. When they reach the end they will slow down before they make a turn, so just keep aiming at their turning point and wait for them to fly into your crosshairs. This is easier than following them around with the scope.
Step 5: Some guards will spawn and come up the roof. Hang off one of the ledges of the roof and stay there until the guards leave.
Step 6: Now 2 more drones spawn on a roof downstairs. Shoot them.
Step 7: Royce gets angry. She thinkss Hush is the one shooting her drones. She demands a meetup on the Lotus Passage. Good for you, because this bridge is in plain sight from your vantage point. The perfect Sniping opportunity! Wait for Royce to walk behind Hush and kill both with 1 bullet.
Step 8: Exfiltrate through the door on the roof, just a few meters from your sniping spot. Throw a coin or some other item to distract the guards on the roof. You can skip hacking the core, which saves time and makes it much easier (it only lets you skip it if you started at the River-Side Walkway).
If you did everything correctly, you will earn all classic challenges in one go. Silent Assassin, Suit Only + Silent Assassin + Suit Only + Sniper Assassin + The Classics for 20,000XP (4 Mastery Levels). You also get the Challenge “Bullet Points” for killing both targets with 1 sniper rifle shot.
