Letter of the Law starts at Heywood (Wellsprngs).
Find the cyberpsycho
When you enter the cyberpsycho area there will be a bunch of tripmines (indicated by red lasers). Be sure to shoot all of them first. You don’t want to accidentally run into one of them during the boss battle. The fight is much easier with them out of the way.
The psycho “Gaston Phillips” stands at the end of the area behind the tripmines.
Neutralize the threat
He will attack on sight, but you can shoot one of the explosives near him to knock him back and get close to him. Then just walk around him and use melee attacks from the side / behind. Blow up the explosive canisters near him beforehand (use your scanner to hightlight them). Otherwise one of you might attack them by accident which could insta-kill you.
Search the area to collect information / Search the computer for more info
After he’s dead, loot the shard item from his body.
Then look for a laptop closer to the entrance where you came from (circled red below). Interact with the laptop and read the messages on it. That’s all the info you need to collect.
Message Regina about Cyberpsycho Sighting: Letter of the Law
Open the Menu > Scroll over Journal > click the “Messages” Section that appears above Journal > scroll down and click on Regina Jones in message list > select the message that shows “Reply” option and click the blue text to reply. Close the menu to complete the gig.

Easy alternate/non lethal strategy to neutralize Philips that I found by accident: If you ‘Ping’ the stack of crates to the far left, for some reason it will attract him over to it to stand in front of it. Then if you just hack the crates to ‘break chain’ or whatever it’ll knock him out.
