There are 15 Fishing Hole Locations in Final Fantasy XV (14 in Lucis, 1 in Altissia). Below you can find maps with their locations.
Each fishing spot has different types of fish. The ones in Cleigne tend to be rarer fish than the ones in early parts of the game. Catching fish increases your fishing skill. Reaching rank 10 in the fishing skill is required for the trophy “Angling Expert”. Some fish can be used as an ingredient for meals. Those meals provide very good stat boosts.

Stock up on some good fishing gear before heading to these spots. The best fishing store is found at Vesperpool in Cleigne (north-west of the map). Another store earlier in the game is found at Vannath Coast (south of Leide).

You missed a few spots
There is one more I found but you can only get there on a chocobo since it is the only thing that can swim.
There should be 2 or 3 spots and a “fishing shop” at the top left corner of the map. Use your chocobo to swim and search the entire area.
